This position will oversee the financial and record-keeping requirements for all federal, state, local, and private grants by working closely with program staff to ensure financial reporting and procedural compliance on all grants. This position performs a wide variety of professional duties and responsibilities and will oversee federal, state, and local grant funded programs, monitor grants to ensure compliance with grantor and County requirements, analyze data, and perform grant financial accounting duties. This position requires a high level of independent project management, fiscal tracking, and reporting. Work is characterized by collaborative planning with staff of various departments, multi-tasking, and review and development of contracts and agreements.

The anticipated hiring range is $85,953.06 annually - $98,846.02 annually, while the full salary range is $85,953.06 annually - $124,631.94 annually.

Plans, implements, administers, coordinates, monitors, and evaluates specific activities of all assigned grant financial and administrative functions throughout the grant lifecycle, including planning, pre award, post award, monitoring, and closeout.
Oversees the development of, update, implementation, and compliance with all County’s policies and procedures related to grants. Creates policy guidance, checklists, templates, and other documents for County staff use to ensure adherence to the County’s policies and procedures.
Facilitates, coordinates, and leads the activities of the County’s Grant Committee.
Serves as a resource for County staff and project managers during the project development and/or grant application process, primarily focusing on allowable expenditures and grant/project budgets.
Reviews grant funding applications, including the budget development, and analyzes data in the applications for grant feasibility, cost-benefit, grant requirements, and compliance with the all County’s grant policies and procedures.
Coordinates with the department and Grant Committee to obtain the required approvals of the grant application prior to submission of the application by the office/department.
Develops and maintains systems, methods, and procedures to facilitate the tracking and monitoring of grants, including required deadlines. Maintains grant records in accordance with federal, state or County requirements.
Oversees grant related post award functions, including reconciliations, budget carryover, supplemental budget requests and closeout functions as required by grant and contract administration.
Organizes and provides training and technical assistance for grant analysts, grant project managers, and other County employees involved with grants regarding program development, fiscal and programmatic reporting, and program regulations.
Coordinates and performs subrecipient monitoring for federal grants to ensure that the subaward is used for authorized purposes, the subrecipient complies with federal statutes, regulations and the terms and conditions of the subaward; and that subaward performance goals are achieved. This includes performing an annual evaluation of each subrecipient’s risk of noncompliance with federal statutes, regulations, and the terms and conditions of the subaward.
Coordinates and works with County staff to develop competitive grant evaluations and award processes for grants that are awarded by the County to recipients or subrecipients.
Ensures fiscal awareness and integrity through the periodic review of grant program expenditures and trends. Reviews and monitors grant documentation to ensure grants are within budget and adhering to specific grant restricts. Completes review of budget to actual reports and reports significant changes and/or variances to program staff and the Grant Committee. Facilitates or attends grant meetings with County staff or external stakeholders.
Develops an annual monitoring plan and selects various federal, state, and local grants to conduct compliance and performance monitoring. Monitoring will include the review of grant expenditures, procurement, case files, reporting and other key compliance requirements. Monitoring will consist of sampling, testing, and analysis of grant funded projects and activities and the County’s compliance with grant requirements on a continuous basis.
Prepares the annual Schedule of Expenditures of Federal Awards (SEFA), working with County offices/departments for required information. Works closely with the County’s external auditors on the annual Single Audit. Assists and coordinates with offices/departments on federal, state, or local monitoring of County grants. Coordinates responses to findings and recommendations from the Single Audit or monitoring, as necessary.
Develops and maintains procedures to collect and analyze data, identify trends, evaluate agreed upon Key Performance Indicators (KPIs) and make recommendations to assist in decision-making for new and ongoing grants and grant applications.
Manages and completes assigned monthly general ledger review and analysis for grant revenue, receivables, and deferred revenue accounts.
Tracks equipment acquired under a federal award to ensure that the equipment is used for authorized purposes, managed, and disposed of in accordance with grant requirements.
Ensures compliance with grant maintenance of effort and/or matching requirements.
Provides subject matter expert (SME) assistance and/or technical training to recipients and subrecipients in compliance with grant requirements.
Prepares and presents reports, information, analysis, and results of the grant applications, both orally and in writing.
Communicates and works with offices/departments, grant analysts, and other employees in the County on a continuous basis to ensure adherence to the County’s grant policies and procedures and compliance with grant requirements.
Assists with writing, implementing, or reviewing legal contracts and subgrantee agreements with the Purchasing Department and/or the county Attorney’s Office relating to federal, state, and local grants. Ensures potential awarded applicants comply with State and Federal requirements for doing business under State and Federal granting guidelines
Reviews reports that are prepared by County staff for accuracy and timely submission on a periodic basis.
Regularly attends grant accounting and compliance training to ensure that County policies and procedures continually comply with required standards.
Assists with analyzing, interpreting, and applying Federal, state, local government, and private funders statutes, rules, and regulations regarding grant administration and implements related county wide processes.
Responsible for championing improvements to internal controls and fiscal procedures, specifically relating to grants.
Performs other related duties and responsibilities as assigned.

SUPERVISORY RESPONSIBILITIES
Exercises direct supervision over staff.

Knowledge and understanding of federal, state, and local law laws, regulations, and requirements that govern grants administration, including; the provisions of the Single Audit Act of 1984, the Single Audit Act Amendments of 1996, and Title 2 U.S. Code of Regulations Part 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements (Uniform Guidance).
Knowledge and understanding of Colorado budget laws and regulations, fund accounting, internal controls, grant accounting and reporting, and Generally Accepted Accounting Principles (GAAP).
Understand, analyze, and interpret federal and state laws, grantor guidelines, financial reports, contracts, and legal documents.
Respond effectively to complex inquiries from grantors, regulatory agencies, department staff, and subrecipients.
Define problems, collect data, establish facts, and draw conclusions.
Manage multiple projects concurrently under deadline pressure and changing priorities to ensure timely completion of projects.
Advanced skills in Excel, including spreadsheet design and key functions and formulas.
Anticipate and resolve problems creatively to meet organizational goals and objectives, including the escalation of issues to supervisor as appropriate.

Experience with grant management software is highly desired.

Experience:

Five (5) years of progressively responsible experience federal grant administration, grant accounting, and auditing of federal grants.
Single Audit experience is preferred.

Education and Training:

Bachelor’s degree in Accounting, Business Administration, Public Administration, or closely related field from an accredited college or university.
Master’s degree in an appropriate field is preferred.

License and Certificates:
Grants-related certification and credentials highly desirable.
