This is responsible management and administrative work leading the Street Division’s activities within the Department of Public Works. Work involves planning, directing, administering, and supervising all programs, activities, and necessary capital improvements of the Street Division, including maintenance of public rights-of-way, street and sidewalk improvements, care and stewardship of the city’s urban forest, oversight of the city’s two municipal cemeteries, stormwater system construction and maintenance and administration of right-of-way and special event permits.

SUPERVISION RECEIVED/EXERCISED
Work is performed under the general direction of the Public Works Director and/or Assistant Public Works Director who reviews work through conferences, observations, and reports for overall program effectiveness. Supervision is exercised over Crew Leader, clerical and maintenance personnel.

This position is a full time on-site position reporting to the City of Batavia's Public Works building. A typical work schedule for this position is Monday to Friday 7:00AM-4:00PM.

Hiring Salary Range: $108,178- $127,029 DOQ
Full Salary Range: $108,178 - $149,160

Pay grade 21 on the City of Batavia's wage and salary ordinance exempt with excellent benefits.

Essential Duties & Responsibilities

Plans, reviews, and schedules maintenance, repair, and minor construction work; maintains records of work; supervises and inspects work activities to ensure that schedules are met and that work is performed in a safe, efficient manner and in accordance with standard operating practices and procedures.
Responsible for the general maintenance and improvement of City streets, parking lots and sidewalks which include, but are not limited to snow removal, blacktop patching, blacktop surfacing, maintenance of drainage system, street sweeping, street sign fabrication and installation, replacement and construction of sidewalks and curbs.
Responsible for the maintenance of storm water drainage system.
Prepares and administers annual budget for street division; researches and prepares specifications for the purchase equipment, materials, and supplies.
Responsible for forestry operations for trees located on City right-of-way and on City properties.
Responsible for the operation, maintenance and general administration of two City cemeteries, maintenance of cemetery grounds and markers, sale and location of graves, and preparation of grave sites for internment.
Responsible for reviewing construction permits for work within the City’s rights-of-way as well as for community special events.
Responsible for the maintenance activities in the Central Business District including landscape, irrigation systems, trees, street furniture, and bridge.
Plans and coordinates the City’s annual leaf collection program as well as winter operations.
Provides oversight of outside vendors who may perform services for the City.
Responsible for purchasing all equipment and supplies for the street divisions.
Responsible for working with the administrative and engineering staff to develop long range improvement and maintenance plans and policies.
Receives citizen complaints and requests; investigates complaints; plans necessary work; estimates time and materials; assigns crews to perform the work.
Responds to requests for information and assistance from citizens, other City departments, and outside agencies and organizations.
Maintains a safe work environment for employees; assists in the development of safety standards and procedures; instructs employees on safe work procedures.
Evaluates performance of employees; trains and instructs other employees in job practices, methods of work, and safety.
Motivates personnel to achieve maximum efficiency to related jobs, but also strives to maintain proper attitudes on the City and co-workers; gives the proper training required for good public relations in the field.
Maintains continuous communications with the Public Works Director and/or Assistant Director on personnel related matters to identify potential issues and determine appropriate corrective measures.
Responds to emergency situations; schedules response crews, allocates necessary supplies and equipment, directs activities, and supervises work.
Develops and implements appropriate rules, regulations, and policies; establishes and maintains record keeping procedures, and prepares reports as necessary.
Provides effective and efficient customer services and promotes and maintains responsive community relations.
Performs other duties as assigned.

Minimum Qualifications

EDUCATION & EXPERIENCE
A minimum of ten (10) years of progressively responsible supervisory experience within a local government streets or highway maintenance department; or a minimum of five (5) years of applicable work experience in combination with graduation from a two or four year college with major course work in construction management, engineering technology or related field; or any equivalent combination of education, training and experience that provides the following knowledge abilities and skills:

SPECIAL REQUIREMENTS/QUALIFICATIONS
Possession of a valid Class A Illinois commercial driver’s license.
