The City of Hewitt operates under a council–manager form of government, the most common form of municipal governance in Texas. This structure provides for the election of City Council members, either at-large or by district. The Mayor serves as a member of the Council and presides over Council meetings.

Hewitt’s City Council is composed of seven (7) members, including the Mayor, and serves as the City’s legislative body. The Council is responsible for establishing municipal policies, adopting ordinances, approving the annual budget, and setting the City’s tax rate. While the Council sets policy and direction, it appoints the City Manager to oversee the City’s day-to-day administrative operations and implement Council priorities.
