The City of Lodi is currently recruiting for the position of Information Technology Manager. The ideal candidate should have a history of success in managing information and communication systems, computer-based operations including desktop personal computers, virtual infrastructure, physical hardware enterprise level software programs, network and communication systems. The candidate must be able to communicate effectively with both internal and external customers, city council members, commissions and boards both in writing and verbally. Experience in municipal processes is preferred and candidate must have effective organizational skills, a willingness to improve programming and be able to motivate staff in a positive manner. The candidate shall posses sound judgement, tact and diplomacy.

The annual salary for the Information Technology Manager is $141,851 to $172,421

DEFINITION:

Under general direction, manages the day-to-day operations of the Information Technology Division; serves as the City's Information Security Administrator; provides highly technical and responsible staff assistance to City staff, the City Manager, and City Council in the areas of information and communication systems, management, and organization; overall responsibility for the City's computer-based operations including desktop personal computers, virtual infrastructure, physical hardware enterprise level software programs, network and communication systems; and performs related work as required.

SUPERVISION EXERCISED AND RECEIVED:

Reports to higher level personnel. Exercises direct and indirect supervision over lower level supervisory, professional, technical, and/or clerical personnel.

Duties may include, but are not limited to the following:

Develops and recommends long-term plans and strategies for effective utilization of information technology and the security of same systems from accidental or deliberate actions to access city data in a malicious fashion.

Develops management systems, procedures and/or standards for prioritizing projects, allocating resources, accessing system hardware, and evaluating existing programs and security measures to be taken to protect and secure city data; conducts needs analysis, researches and recommends hardware/software systems and applications, which will interface with existing computer systems and comply with policy standards and user needs. Procures and maintains adequate systems, applications, and technology to provide continuous and uninterrupted operations within the City.

Analyzes technical reports and legislation; evaluates impact upon City operations; recommends and implements equipment, policy and procedural improvements; negotiates and administers final contract agreements with vendors for implementation, maintenance and training for City staff, modifies such agreements as needed.

Works closely with City departments; coordinates the development and implementation of information technology, including the security of and protection from accidental or deliberate access to City data by external or internal persons to achieve City-wide goals, objectives, and policies.

Performs diagnosis of hardware and software problems; installs, repairs or arranges for repair or replacement of faulty equipment and software; performs general inspection and internal analysis of system security measures taken to ensure that a high level of security is maintained for hardware and data throughout the City. Performs and arranges for the maintenance of hardware and software systems.

Coordinates the selection, purchase and installation of computer hardware, peripheral equipment and program applications; coordinates the installation of cabling and other installation requirements. Coordinates the information security measures to be followed by Information Technology staff and staff in other departments throughout the City.

Maintains or coordinates City-wide data backup for all critical applications; maintains program documentation (including appropriate security elements associated with all systems) on all computer systems and applications; prepares basic instructional guides on various applications, as needed.

Prepares the operation's budget, including budgeting for City-wide information technology and communication systems needs and assisting in the forecast of additional funds needed for staffing, equipment, materials and supplies; administers the approved budget.

Plans, organizes and directs the work of division personnel; directs the day to day operations of the Information Technology Division.

Coordinates training sessions and assists users in learning the use of computer equipment and peripherals and related security procedures and policies.

Maintains system hardware inventory and maintenance agreements and licenses for all City owned software.

Develops, implements, and maintains a City-wide Strategic Plan for Information Technology.

Develops, implements and maintains Service Level Agreements with all customers

Performs other duties related to the operation of the department and the City including additional duties that enable the department and City to meet the diverse needs of its community.

Knowledge of:

Principles and practices of information technology used in a municipal government setting, including but not limited to: virtualization, SAN and server hardware, desktop equipment and software applications, networking strategies, telephone and radio communication systems.

Principles and techniques of project management, systems analysis, design and programming.

Requirements and procedures for setup and minor maintenance of computers and peripheral equipment; and techniques for troubleshooting basic computer problems and restarting jobs.

Principles and practices of organizational policy and goal setting; program development, implementation and administration; budgetary techniques and controls; and supervision of personnel.

Pertinent local, State, and Federal laws, rules, and regulations.

Ability to:

EDUCATION AND EXPERIENCE:

Education:

Equivalent to a Bachelor's Degree from an accredited college or university with major course work in computer science, information systems management, or a closely related field.

Experience:

Four years of increasingly responsible experience performing complex and sophisticated information technology services, systems analysis including system security features and programming in a governmental or business computer system operation setting, two years of which shall have been in a supervisory or lead capacity.

LICENSES AND CERTIFICATES:

Possession of a valid Class C Driver's License from the California Department of Motor Vehicles.

WORKING CONDITIONS:

Willingness and ability to work scheduled and emergency overtime and be available on call as required.

Mobility: frequent crawling, bending, stooping, and reaching.

Lifting: frequent lifting and maneuvering of equipment weighing up to 75 pounds.

HIRING PROCEDURE - Applicants must possess the minimum qualifications by the final filing date. Eligible lists are established upon successful completion of the selection process. United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months.

EMPLOYMENT BENEFITS

SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step.

HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management/Mid-Management positions receive 80 hours per fiscal year, and specified professional/technical positions receive 40 hours per fiscal year (Pro-Rated).

HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility.

LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary.

RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.

FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account.
