Under the supervision of the City Administrator/Clerk, this position is responsible for utility billing, record maintenance, and customer collections. This position also assists with city records management, meeting agendas and minutes, elections, licensing, reception of customers and citizens, and general office functions.

Maintain utility customer account records.
Generate, process, verify for accuracy, and mail utility customer bills.
Collect, post, and deposit utility and city payments.
Issue disconnect notices.
Administer deferred payment agreements and budget billing.
Coordinate automated disconnection calls and notify field staff of on-site disconnections and reconnections.
Review billing data collection reports and resolve errors.
Provide information to Deputy Administrator for customer newsletters, social media posts, and website updates.
Dispatch service orders for field staff.
Track installed, exchanged, and removed meters, and verify updates to the billing system.
Create queries and reports for field staff.
Collect utility documents and information for PSC, DNR, WPPI, and other agencies and assist with report preparation.
Maintain utility customer tax exempt records.
Greet the public, answer city and utility phone lines. Respond to inquiries or direct to the appropriate parties as applicable.
Respond to citizen, staff, and elected official inquiries.
Receive and process incoming mail.
Maintain city and utility records in compliance with the municipal retention schedule and respond to public records requests.
Draft, obtain signatures, and maintain records of contracts, agreements, ordinances, resolutions, proclamations, etc. Prepare agendas, attend, and prepare minutes of meetings. Schedule meetings as required.
Assist City Administrator/Clerk with election administration.
Administer licenses, permits, etc.
Manage reservations of meeting rooms and parks.
Assist with accounts receivable processing and collections.
Prepare tax bill calculation documents, file respective reports, and collect tax payments.
Assist City Administrator/Clerk and Mayor with appointments to various, Boards, Commissions, and Committees. Maintain directory of appointed officials.
Complete and file municipal clerk related reports with the Department of Revenue and other agencies.
Provide administrative support to the City Administrator/Clerk and other department heads.
Conduct notary duties as needed.
Other duties as assigned.

Associate Degree in Accounting, Business Management, Public Administration or related field from an accredited college, and minimum of two years related work experience, preferably as a Deputy Clerk or Utility Billing Coordinator in a municipality; or any combination of training and work experience that would likely provide the required knowledge and abilities.
Must be bondable and possess or be able to obtain a Notary Public license, and a valid State of Wisconsin driver’s license.
Certified Municipal Clerk status preferred.
Capable of obtaining certification in election responsibilities.
Competent in the use of Microsoft Office products. Ability to learn other applications including, but not limited to: utility billing, election administration, accounting, website, social media, property tax, pet licensing, GIS.
Strong interpersonal skills, organization and communications skills including the ability to establish and maintain working relationships with the public, coworkers, and elected officials.
Ability to maintain records efficiently and accurately.
Must be able to behave in a non-partisan fashion and maintain neutrality when interacting with the public in an official capacity.
Ability to read, interpret, and comply with policies, ordinances, regulatory guidelines, and Wisconsin State Statutes.
Skilled in problem solving and basic accounting functions including, but not limited to, tax calculations and cash receipting.
Carryout job responsibilities with limited direct supervision.
