Nature of Work:
The City of Port Angeles Public Works Department seeks a driven Civil Engineer to manage and implement the city’s RAISE Puget Sound to Pacific Projects (PS2P). The RAISE grant is multi-jurisdictional and includes the planning and design for approximately 33 active transportation components, addressing approximately 100 miles of gaps, community connections and safety improvements for multi-use trails connecting Bainbridge Island on Puget Sound to the Pacific Coast Ocean at La Push. The City of Port Angeles is seeking a skilled engineer to work on the four components within the City; 8th Street to Front Street, Front Street to the Olympic Discovery Trail, Gales Addition connector and the Waterfront Trail sustainability study from Marine Drive to Morse Creek. The project focus is on multimodal transportation planning and design. Under engineering supervision of the City Engineer performs engineering work involved in the preparation of working drawings, studies, environmental documents, plans, specifications, and estimates relating to the design of the PS2P RAISE Project Components.

This is a grant funded temporary position for the duration of four-years with the opportunity to be extended.

Determination of Engineer I, II, or III is dependent upon the needs of the Engineering Division and based on candidate qualifications at the time of hire.

Civil/Utility Engineer I

Prepares studies, construction plans, designs, specifications, and estimates.
Prepares environmental documents and permit applications for projects.
Computes and compiles survey data from field survey notes; corrects, updates and extends city mapping.
Prepares and maintains various files and records concerning public works projects.
Responds to public requests for information and complaints concerning utilities, traffic and public works policies and procedures.

Civil/Utility Engineer II

Manages complex projects and/or project teams in the preparation of working drawings, plans, specifications and estimates for sanitary sewers, storm sewers, water lines, street improvements, solid waste facilities and other similar projects.
Prepares studies, construction plans, designs, specifications, and estimates.
Prepares and reviews environmental documents and permit applications for projects.
Administers contracts and manages public works construction projects and consultant agreements.
Computes and compiles survey data from field surveys; corrects, updates and extends city mapping.
Investigates and makes recommendations regarding traffic planning and safety issues.
Assists in the preparation of annual budget, Transportation Improvement Plan (TIP), Capital Facilities Plan (CFP) and grant applications.
Prepares and maintains various files and records concerning public works projects.
Responds to public requests for information and complaints concerning utilities, traffic and public works policies and procedures.

Civil/Utility Engineer III (Senior Engineer)

Prepares and/or oversees engineering consultant preparation of preliminary and final engineering plans, specifications and cost estimates for complex transportation, water, sanitary sewer, storm drainage, and stream restoration projects.
Supervises assigned engineering subordinates and guides them in the preparation of working drawings, plans, and estimates for sanitary sewers, storm sewers, water lines, street improvements, solid waste facilities and other similar projects.
Prepares construction contracts for bidding and responds to bidder inquiries. Reviews contractor submittals for compliance with the plans and specifications. Assists Project Managers in resolving field conflicts or changes.
Ensures that engineering work is in compliance with federal, state and local codes and regulations. Coordinates other city departments, agencies, and regulators to obtain needed permits and grants.
Provides quality control oversight to ensure that project goals are met and prevent cost overruns resulting from construction change orders and ensuring all grants are well managed.
Leads the engineering, permitting and public involvement components of technically and politically complex capital projects.
Responds to customer inquiries and complaints. Provides technical assistance to help resolve issues.

Salary:
Anticipate a 3% wage adjustment and 3% COLA effective 01/01/2025.

Civil/Utility Engineer I:

Range A28 $41.062 - $49.017/hour ($85,408.96 – $101,955.36 annually)

Civil/Utility Engineer II:

Range A30 $43.559 - $52.011/hour ($90,602.72 - $108,182.88 annually)

Civil/Utility Engineer III:

Range A34 $49.017 - $58.529/hour ($101,955.36 - $121,740.32 annually)

Qualifications:
Civil/Utility Engineer I

Graduation from an accredited four (4) year college or university with a bachelor’s degree in civil, environmental, mechanical, water resource engineering or related engineering discipline is required; OR, an equivalent combination of education, training, and experience which provides the necessary knowledge, skills, abilities and other competencies necessary for success in the target position.
Possession of an Engineering-in-Training certificate or Professional Engineer license from the State of Washington is highly desired.

Civil/Utility Engineer II

Five years of progressively responsible experience in civil or utility engineering work is required.
Graduation from an accredited four (4) year college or university with a bachelor’s degree in civil, environmental, mechanical, water resource engineering or related engineering discipline is required; OR, an equivalent combination of education, training, and experience which provides the necessary knowledge, skills, abilities and other competencies necessary for success in the target position.
Possession of an Engineering-in-Training certificate is required.
Possession of a valid Professional Engineer’s License from the State of Washington or a minimum of 8 years of progressive engineering experience under the direct supervision of a licensed engineer is highly desired.
Must have proficient computer skills with database, spreadsheet, word processing, CADD, graphics and engineering software applications.
Other requirements include Washington State driver’s license within 30 days, good driving record, valid First Aid card and valid Flagging card.

Civil/Utility Engineer III (Senior Engineer)

Ten years of progressively responsible experience in civil or utility engineering work is required.
Graduation from an accredited four (4) year college or university with a bachelor’s degree in civil, environmental, mechanical, water resource engineering or related engineering discipline is required; OR, an equivalent combination of education, training, and experience which provides the necessary knowledge, skills, abilities and other competencies necessary for success in the target position.
Possession of a valid Professional Engineer’s License from the State of Washington is required, or the ability of obtain one within 6 months.
Must have proficient computer skills with database, spreadsheet, word processing, CADD, graphics and engineering software applications.
Other requirements include Washington State driver’s license within 30 days, good driving record, valid First
Aid card and valid Flagging card.
An equivalent combination of education and experience will be considered.
