THE POSITION

This recruitment is being conducted to fill two full-time vacancies. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary vacancies for up to one year.

The City of Vallejo is seeking candidates for two Code Enforcement Officer positions, as collaborative members of the City's Planning and Development Services department.

The ideal candidate will perform a variety of duties involved in the investigation of potential violations and the enforcement of municipal codes, ordinances and regulations including weed and rubbish abatement.

THE DEPARTMENT

The Department is organized across three divisions: Planning (Current Planning and Advanced Planning), Building, and Administration. The Department provides several vital services to the Vallejo community, including long-range planning for future City development; processing building and land use applications; facilitating the development review process; issuing permits and inspecting for code compliance; facilitating green building practices; as well as other policy work as required.

THE CITY OF VALLEJO

The City of Vallejo is located in Solano County and has a population of approximately 125,000 residents. Vallejo is a rapidly changing, highly diverse community located midway between the cities of San Francisco and Sacramento. SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the supervisory or management staff.

Exercises functional and technical supervision over assigned clerical staff.EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Important responsibilities and duties may include, but are not limited to, the following:

Investigate complaints of violation of City codes, ordinances and regulations; issue letters to property owners notifying them of violation; as appropriate, affix a notice of violation on property to abate fire and public safety hazards, and public nuisances; conduct follow up investigations to ensure compliance with applicable codes and ordinances.

Issue abatement notices; obtain and serve inspection warrants to abate fire and public safety hazards, and public nuisances within an enclosed backyard; follow-up to ensure compliance with City requirements.

As appropriate, prepare documentation for submission to the City Attorney to file complaint for noncompliance; make presentations to the City Council during weed abatement hearings; testify in court as necessary on behalf of the City.

Monitor and direct the work of outside contractors responsible for the elimination violations and hazards; monitor job performance; prepare billing cards on each job and submit to property owner for payment.

Monitor and update county assessor parcel maps; monitor the recording of weed abatement liens or assessments on the County Property Tax Roll.

Research and prepare contract documents; provide information to violators, the general public, business community and other government agency's regarding codes, laws and ordinances; respond to questions, complaints and inquiries.

Maintain files and records related to citations and violations; prepare a variety of written reports, memoranda and correspondence.

Administer the maintenance program for specified State parcels including weed and rubbish abatement activities.

Prepare and recommend revisions to City codes and ordinances.

Input and retrieve a variety of information using a computer terminal.

Perform related duties and responsibilities as required.QUALIFICATIONS

Knowledge of:
Basic codes, ordinances, laws and regulations pertaining to fire and public safety hazards, and public nuisances.

Safe and efficient work practices as they relate to code enforcement.

Principles and procedures of modern bookkeeping.

Ability to:
Learn principles, practices, methods and techniques of code violation investigation and enforcement.

Learn City codes, ordinances, laws and regulations pertaining to code abatement.

Learn, interpret and apply State and local policies, procedures, laws and regulations.

Learn court procedures, including, but not limited to, citation issuance, obtaining various types of inspection warrants and court documents.

Maintain and update records, logs and reports.

Operate photography equipment under various conditions.

Respond to inquiries, complaints and requests for service in a fair, tactful and timely manner.

Work independently with minimum supervision.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

MINIMUM QUALIFICATIONS
Experience:

Three years of progressively responsible experience working with the public and interpretation of rules, laws, or procedures of which 1 year must be in code inspection and enforcement comparable to that of Code Enforcement Technician in the city of Vallejo.

Training:

A high school diploma or G.E.D. supplemented by specialized training in urban planning, criminal justice, environmental studies, public or business administration or related field. Successful completion of college coursework in urban planning, criminal justice, environmental studies, public or business administration or related field may be substituted for the required general experience, on the basis of 30 semester or 45 quarter units for one year of experience up to two years of experience.

License or Certificate:

Possession of, or ability to obtain, an appropriate, valid driver's license.

Possession of, or ability to obtain, an Arrest Course 832 Penal Code Certificate within one year.

SUPPLEMENTAL INFORMATION

Working Conditions
Office and inspection site environment; exposure to dust and noise; some climbing, stooping, light lifting and inspecting in confined areas.

The Recruitment & Selection Process

2. Applications will be screened for overall qualifications the week of Monday, March 17, 2025.

3. Applicants who meet the minimum qualifications will have their supplemental responses scored by subject matter experts the week of March 31, 2025. The most qualified applicants from the scoring of the supplemental questions will be invited to participate in an Oral Panel Interview.

4. Oral Panel Interviews are tentatively scheduled to take place the week of April 14, 2025. Oral Panel Interviews are weighted at 100% of the candidates’ score. Candidates must achieve a minimum passing score of 70%. Those achieving 70% or higher will be placed on the Register of Eligibles (eligible list) and may be considered to fill positions for up to one year.

The City reserves the right to limit the number of candidates to those determined to be best qualified based upon all requested application materials, including training and experience, current resume, and responses to supplemental questions.

5. Candidates placed on the Register of Eligibles (eligible list) will be referred to the department for final interviews based on their performance in the exam. The number of candidates referred for a hiring interview is at the discretion of the hiring department.
