Duties and Responsibilities:

Responsible for the development and execution of procurement strategies and guidelines;
Procure goods and services through competitive sealed bidding, competitive negotiation, sole source, cooperative and emergency procurement methods;
Write complex specifications, scope of services, addendum, and change orders;
Ensure public procurements are compliant to all state and local procurement laws and ethical standards;
Facilitate all pre-bid conferences, online bid openings, interviews, and negotiation sessions;
Work effectively with vendors, supplies, salespeople, stakeholders, City staff, and City Council;
Reviews and negotiates all goods and services contracts;
Performs procurement training in groups or with individuals;
Other duties as assigned

Requirements:

Any combination of education and experience equivalent to a Bachelor's Degree in personnel management, business administration, logistics, public administration or closely related field
Virginia Contracting Officer (VCO) or Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO) or Certified Procurement Manager (CPM) or equivalent certification is preferred
Ability to establish and maintain effective relationships with other city officials, employees and the general public
Ability to present facts and recommendations effectively in oral and written forms
