JOB SUMMARY
Responsible for engineering duties required in the preparation of work orders, service orders, mapping/GIS, service requests, easements and agreements associated with line extensions and system improvements, and maintenance of the distribution system. Completes the staking of assigned work, prepares staking sheets and related agreements to accommodate joint use of poles and trenches by other utilities.

ESSENTIAL DUTIES AND RESPONSIBILITES include but are not limited to the following:

Prepares detailed drawings, cost estimates and material lists, service requests, service orders, and work orders for electric customer line extensions, distribution feeders and system improvements, services and other facilities.

Performs field staking and layout for construction of electrical facilities and field inspections to determine adherence to District and other applicable standards and for “as-built” records.

Prepares quotes for new customer electric and/or water service based on District policy.

Evaluates net metering interconnection applications for customer-owned generating systems and prepares quotes for new net metered electric services.

Performs title research and prepares easement documents for customers, as needed.

Makes informed judgments necessary in the application of state and national electric safety codes and District engineering and construction standards, such as transformer and service sizing, meter standards, line extensions and application and basic principles of protection.

Recommends to supervisor improvements or updates to District construction or material standards. Recommends improvements to other policies and procedures to improve safety, overall efficiency, and customer service.

Maintains up-to-date work order drawings, maps and records.

Establishes and maintains positive contacts with the public. Responds to inquiries from customers, contractors, coworkers and other persons as to the application of policies and codes, standards and line extensions. Investigates and resolves customer concerns. Acquires right-of-way easements.

Works closely and effectively with District employees, outside contractors and engineers, other utilities and other associated entities to facilitate completion of projects. Contributes to positive team environment.

Actively and positively participates in regular department meetings for the purposes of planning, updating progress and general sharing of information.

Demonstrates knowledge of District policies and department rules and upholds them. Understands and follows District/supervisor expectations regarding professional appearance, attendance, punctuality, scheduled and unscheduled time off, and appropriate use of District time, equipment and resources.

Performs other duties as assigned.

This position does not have supervisory responsibilities.

EDUCATION AND/OR EXPERIENCE

Associates degree in Electrical Engineering or related field is required or a combination of education and experience.

Bachelor’s degree in Electrical Engineering or related discipline is desired.

Previous electric utility experience preferred.

Knowledge of RUS specifications and assemblies preferred.

Experience using NISC software preferred.

Must obtain and maintain first aid/CPR certification.

Any combination of education and experience that provides the necessary knowledge, abilities, and skills to perform the functions of this position may be substituted for the foregoing requirements

KNOWLEDGE, ABILITIES AND SKILLS

Ability to read and understand mapping symbols and to use the precision measuring instruments, tools and machines applicable to the position.

Ability to communicate effectively in English both orally and in writing; understand complex oral and written instructions, communicate detailed information clearly and concisely

Ability to establish and maintain effective working relationships with customers, employees, managers, consultants, contractors, vendors and the general public.

Ability to self-direct work and be a self-starter.

ADDITIONAL REQUIREMENTS
Must pass a background investigation. Must possess a valid driver’s license and have a good driving record.

WORKING CONDITIONS AND PHYSICAL DEMANDS
Position requires regular and punctual attendance. Duties are split between field work and an office environment. Must be able to drive and travel around the county to work at various facilities. Vision must be sufficient to read instructions and maps as well as to complete and review drawings. Hearing and speech must be adequate to communicate with employees, customers and contractors. Occasionally: stoop, kneel, crouch, climb, balance, crawl and occasionally lift and/or move up to 50 pounds. Duties may be performed outside with exposure to inclement weather. Work is regularly scheduled Monday-Friday, although weekends and after hours may be required.

RESIDENCY REQUIREMENT

Jefferson County PUD requires the candidate in this position to reside within Jefferson, Kitsap or Clallam County. The residency requirement must be met within six (6) months of hire date.
