The regular work hours are from 8:00am to 5:00 pm, five days a week (Monday through Friday).Extended hours and weekend work may be requested or required for special events.

Compensation: The starting salary for a fully qualified Tax Revaluation Supervisor begins at $55,848 + a COMPETITIVE BENEFITS PACKAGE.

GENERAL STATEMENT OF JOB
Performs difficult skilled technical and administrative work planning, directing and coordinating the property appraisal program for the County, supervising and participating in appraising commercial and industrial properties and more complex land and residential properties, sketching layouts of structures, collecting and analyzing comparable sales data and other related appraisal data needed to arrive at the taxable value, utilizing computerized appraisal programs and defending appraisals, preparing periodic sales ratio studies and a variety of reports, does related work as required. Work is performed under the general direction of the Tax Administrator. Divisional supervision is exercised over all personnel within the division.

SPECIFIC DUTIES AND RESPONSIBILITIES
Plans, organizes and supervises the mass appraisal of land and improvements for the purpose of assessing values for ad valorem tax in the County; ensures adherence to established policies, procedures, regulations and state statutes; assists and advises subordinates, as necessary, resolving problems as non-routine situations arise; trains and inspects the work of subordinates; coaches, counsels and evaluates staff performance; develops staff schedules and approves leave requests.

Administers or provides recommendations for routine personnel matters affecting subordinates, such as recruiting, interviewing, hiring, rewarding, transferring, promoting, suspension, termination, disciplining or demotion, submitting such records and reports as required by County management.

Prepares, enters and reviews real property records and various reports prepared by staff to ensure propriety of methods and techniques used to collect and analyze data, and validity of conclusions and recommendations, and approves actions or makes recommendations as to procedure; obtains sales for verification of information affecting property values.

Appraises commercial and industrial properties and more complex land and residential properties; determines exterior and interior dimensions of buildings, including the foundation, exterior walls, type of roofing, number of rooms, basement area, interior finish type of insulation, type of heating and air conditioning, and type of fireplace; determines functional and physical depreciation of the structure; and determines the grade of the structure according to a predetermined schedule of values.

Conducts sales ratio study for the North Carolina Department of Revenue, as required.

Obtains and reviews permits; maintains and updates annexation bills.

Sketches layout of buildings and retrieves par data in the appraisal of specific properties and land splits; studies building plans, information pertaining to sales, and specifications to obtain data regarding size, type of construction and other factors which affect property value.

Assists tax payers, attorneys, consultants and other interested persons with inquiries about property value assessments, explaining process for arriving at property valuation; addresses and seeks to resolve disputes pertaining to property value assessments; attends meetings of the Board of Equalization and Review, hearing appeals and defending tax appraisals; testifies before North Carolina Property Tax Commission on cases carried forward.

Confers with property owners and general public to explain appraisal methods and to defend value determinations; appears before Board of Equalization and Review to explain appealed property appraisals, as necessary.

Makes oral presentations before business, civic, school, church and/or other groups, as appropriate, on topics pertaining to valuation and appraisal of real property and other matters related to the Department.

Performs other related work as required.

MINIMUM TRAINING AND EXPERIENCE

Associate’s degree in accounting, business administration, or a related field, and considerable experience in real property appraisal including some supervisory experience, or equivalent combination of education and experience.

Bachelor’s degree in accounting, business administration, or a related field, and considerable experience in real property appraisal including some supervisory experience, or equivalent combination of education and 3 – 5 years of experience preferred.

SPECIAL REQUIREMENTS

Valid driver's license in the State of North Carolina.

Completion of North Carolina Department of Revenue’s Level 1 Real Property Appraiser requirements within 1 years of employment.

Completion of North Carolina Department of Revenue’s Level 2 Real Property Appraiser requirements within 2 years of employment.

Completion of North Carolina Department of Revenue’s Level 3 Real Property Appraiser requirements within 4 years of employment.

Completion of the International Association of Assessing Officers (IAAO) Residential Evaluation Specialist (RES), Assessment Administration Specialist (AAS), or Mass Appraisal Specialist (MAS) Designation within 3 to 5 years of employment is recommended.

MINIMUM QUALIFICATIONS OR STANDARDS
REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of machinery and equipment including computers, copiers, calculators, blueprint and map copiers, facsimile machines, two-way radios, tape measures, etc. Must be physically able to operate a motor vehicle. Requires the ability to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for sedentary work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. Requires the ability to physically maneuver over and/or upon varying terrain, surfaces or physical structures.

Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, people or things.

Interpersonal Communication: Requires the ability to speak and/or signal people to conveyor exchange information. Includes giving instructions, assignments or directions to subordinates and/or assistants.

Language Ability: Requires the ability to read a variety of real property appraisals and assessments, valuations, deeds, texts, manuals, statutes, ratio studies, reports, forms, deeds, surveys, permits, maps, job applications, etc. Requires the ability to prepare correspondence, reports, charts, sales ratio studies, forms, performance appraisals, etc., using prescribed format and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak before groups of people with poise, voice control and confidence.

Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including engineering, legal, accounting, marketing, construction and tax appraisal terminology.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; to multiply and divide; to calculate decimals and percentages; to interpret graphs; to compute discount, interest profit and loss, ratio and proportion, etc.; to perform calculations involving variables, formulas, square roots, and polynomials; t,} perform statistical calculations which include frequency distributions, reliability and validity of tests, correlation techniques, factor analysis, and econometrics; to perform algebraic operations including fundamental concepts of theory of rings, groups, and fields.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability coordinate hands and eyes rapidly and accurately in using office equipment.

Manual Dexterity: Requires the ability to handle a variety of items such as office equipment. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.

Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone and two-way radio.

KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of policies, procedures and practices used in appraising commercial, residential, farm and industrial property for tax purposes.

Considerable knowledge of the North Carolina Machinery Act and County tax policies.

Considerable knowledge of current construction costs, including building materials and supplies.

Considerable knowledge of the geographic and socioeconomic layout of the County.

Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional standards and/or federal, state or local laws, rules, and regulations.

Considerable knowledge of the principles of supervision, organization and administration.

General knowledge of all records, files and forms used in the Department.

Skilled in appraising real property, including complex commercial and industrial properties.

Ability to use common office machines, including popular computer-driven word processing, spreadsheet, database and file maintenance programs.

Ability to read and understand building construction plans and specifications.

Ability to make decisions and to defend appraisals to property owners, the general public and the Board of Equalization and Review.

Ability to make accurate computations with or without a calculator.

Ability to plan, organize and supervise the activities of a technical and clerical staff.

Ability to exercise independent judgment, initiative and fairness in correctly appraising a variety of properties.

Ability to exercise tact, courtesy and firmness in frequent contact with taxpayers.

Ability to establish and maintain effective working relationships as necessitated by work assignments.
