PAY AND BENEFITS
Mental Health Specialist 2 (licensed):
Annual Pay Range: $83,420.32 - $105,530.57
Hourly Pay Range: $40.105921 - $50.735849
Mental Health Specialist 1 (unlicensed):
Annual Pay Range: $68,868.87 - $87,447.48
Hourly Pay Range: $33.110035 - $42.042059
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.
Bilingual Spanish/English skills are required for this position. An additional 5% of base compensation is added to pay.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Health Centers - Behavioral Health Clinics is seeking a motivated and adaptable mental health and substance abuse clinician with a strong commitment to providing equitable services to the community. The clinician in this position should be licensed or eligible to obtain licensure. This position will join a team of clinicians in our Sandy Oregon clinic location.
The Mental Health Specialist classification provides a variety of advanced level professional treatment and program services to individuals with mental health and substance abuse issues primarily servicing Medicaid, Medicare, and uninsured populations.
As a Mental Health Specialist, you will provide a variety of professional counseling and program services to individuals receiving mental health services. Services will include but are not limited to conducting assessments, service planning, ongoing therapy, crisis support and leading therapy groups. The Mental Health Specialist manages a client caseload; participates as an effective member on a team of mental health professionals which conducts evaluations, treatment planning, and placement for clients; participates in one or more programs providing services; participates in and supports increased diversity and equity within our team, clinic and county; and completes other work as required. This position will also manage client crises and will be assigned to cover additional duties as necessary, which could involve working as a generalist within our clinics.

Mental Health Specialists provide outpatient treatment to vulnerable individuals, many of whom may have limited resources. Professionals in these positions should thrive in a setting where they will work independently as well as in a team environment.

The therapists providing services to the community are responsible for the highest quality of care and should be diverse in their treatment skills.
*This position is currently open for a licensed, Mental Health Specialist 2. Clackamas County will consider unlicensed candidates who have a background providing mental health treatment to individuals in a health clinic or relatable environment serving the vulnerable population. Licensure is however required within 3 years of hire for applicants who are unlicensed, and they must still meet QMHP criteria (outlined below).
Required Minimum Qualifications/ Transferrable Skills:*
• Registered as a Qualified Mental Health Professional (QMHP) as established by the State of Oregon
A ”Qualified Mental Health Professional" (QMHP) means a Licensed Medical Provider or any other person meeting one or more of the following minimum qualifications as authorized by the Local Mental Health Authority or designee:
• Graduate degree in Mental Health Counseling, Social Work, Psychology or other behavioral science field
• If Licensed, must be credentialed as aClinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT) or Licensed Psychologist (PsyD/PHD) AND a minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
• If Unlicensed, must have minimum of one (1) year of relevant experience that would provide the required knowledge and skills to perform the duties of the role AND must also receive licensure as a Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT) or Licensed Psychologist (PsyD/PHD) within three (3) years of hire.
• Experience, knowledge and commitment to serving a diverse population and promoting equity, diversity and inclusion
• Must possess and maintain a Basic Life Support (BLS) certificate
• Must successfully pass the credentialing process
Preferred Special Qualifications/ Transferrable Skills:*
• Current Licensure as a LCSW, LPC, or LMFT
• Experience working with Evidence Based Treatment Practices
• Experience working with individuals experiencing mental health and/or substance abuse issues
• Experience facilitating therapy groups
• Ability to perform concurrent (collaborative) documentation/charting with clients
• The ability to complete 60 documented hours of alcohol and drug training, if licensed, or obtain a CADC within 2 years of hire

TYPICAL TASKS
• Be available for warm hand-offs from PCP's to meet with patients showing need for behavioral/mental health interventions including assessments of risk and service needs.
• Works as a consultant to staff, other individuals, other agency personnel, interested community groups or staff at institutions; provides mental health and chemical dependency education and training to other staff, outside professionals, family members and the community; may represent the agency on internal or external committees as appropriate; may act as liaison for specific projects or contracts services.
• Works as a members of a diagnostic team consisting of PCP's, CMA's, and other mental health and primary care professionals; makes referrals to other community clinics, agencies, or care facilities; reviews clients status, diagnosis, evaluations, treatment plans, treatment objectives, and treatment outcomes with diagnostic team, supervisors and other heath care professionals as appropriate; provides case-specific consultation to other staff members, providers, families and/or community agencies, provides clinical consultation to students and volunteers.
• Conduct interviews with consumers and collect critical information necessary to complete comprehensive assessments/reassessments, for both mental health and substance use disorders that Include psychosocial, developmental, financial, and physical factors, substance use history, trauma, history, diagnosis, and mental status; evaluates functional impairments of consumers. Completes the client level of care tool as part of the evaluation process.
• Develops and implements service plans, determines appropriate treatment, skills, training, and care services needed, matches consumer needs with potential services and resources. Refers clients to other internal/external providers to match service needs.
• Monitors client progress during treatment. Writes treatment progress notes and maintains electronic case records and accordance with OARs and agency policy and procedures; completes program related assignments as required.
• Coordinates with internal and external healthcare providers and social service personnel to obtain services for consumers or to participate in problem-solving; consult with other staff as assigned; meet with community agencies as assigned to coordinate care and meet client needs.
• Provide individual, group and family therapy and other therapeutic interventions to clients and significant family members or caregivers in accordance with the service plan to meet the treatment needs of the client.
• Provide a variety of crisis intervention services. This may include but is not limited to pre-admissions screening, crisis intervention, brief crisis counseling.
• Coordinate and consult on the client's behalf with family, providers, public and private agencies, law enforcement agencies, justice system, schools, and others to maximize treatment goals, response to emergencies and negotiations resolution of problems.
• Works loosely with other agency providers such as physicians, psychiatrists, therapists, and case managers to evaluate, treat, and plan with clients for appropriate care.
REQUIRED KNOWLEDGE AND SKILLS
Working knowledge of: Principles, practices and methods of administrative, organizational, economic and procedural analysis; principles and practices of public administration and business communication; principles and techniques related to areas of assignment such as financial analysis, government accounting, budget development, and statistical research; Federal, state and local laws and regulations applicable to assigned areas of responsibility; English grammar and composition; office equipment, including personal computers and software programs.
Skill to:Research and analyze administrative, operational, financial, budgetary, procedural, and organizational issues and develop improvements in operations, policies, procedures and methods; plan and conduct research projects in statistical or narrative form; analyze issues and problems from multiple perspectives; identify alternative solutions and recommend sound, logical, fact-based conclusions; prepare clear, concise and comprehensive reports; communicate effectively, both orally and in writing; maintain compliance with County, State, Federal and other rules, regulations, and laws related to areas of responsibility; coordinate work of assigned staff or project team; establish and maintain effective working relations with County employees, external agencies and businesses, citizen and community groups, and the public; operate computer software and other office equipment.
WORK SCHEDULE
This position works 40 hours during a standard workweek of Monday through Friday.
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
