Summary/Objective
The Chief Building Official plans, coordinates, and manages the operations and activities of the City’s Building Services Division. This role oversees and conducts building
inspections, interprets and enforces building regulations, investigates building complaints and
code violations, and responds to inspection inquiries. This position serves as the Building Official, being responsible for administration and enforcement of the City’s adopted building codes.

Operational Management:
- Oversee and coordinate day-to-day operations of the building services sector of the Special Services Department, including office administration, building inspections, plan review, permitting, and code enforcement.
- Lead and/or participate in the development, administration, and review of building inspection policies and procedures.
Building Services:
- Provide technical guidance and assistance to building inspectors and other personnel
- Oversee and participate in inspections of commercial and residential construction projects.
- Address and investigate complaints regarding building code violations and/or contractors.
- Prepare and issue warning and related correspondence.
- Interpret and enforce local, state, and federal construction regulations, codes, and ordinances.
- Reviews commercial and residential plans for building, electrical, plumbing, and mechanical code requirements and ensures compliance in an accurate and professional manner; recommends any changes or amendments necessary for compliance.
- Oversees final inspections for commercial and residential construction at completion for issuance of a certificate of occupancy.
- Coordinate building inspection activities with other city departments and outside agencies
- Review, prepare, and maintain inspection records, reports, and documentation.
- Perform other related duties as assigned or required.
Public Interaction and Issue Resolution:
- Respond to inquiries from contractors and the public regarding building inspection/permitting processes.
- Facilitate the resolution of code and building inspection issues.
- Conduct building plan reviews and ensure documentation compliance with regulatory requirements.
- Review, release for construction, and issue building permits.
Competencies
- The ability to utilize clear and concise communication and customer service skills in difficult and/or awkward situations. These skills should be used both verbally and in writing.
- Competent in using software applications such as email, calendars, and Microsoft Office 365.
- Ability to multitask and prioritize calls and actions related to the office
- Assess workmanship and detect deviations from plans, regulations and standard construction practices.
- Interpret and explain building codes and basic engineering terms.
- Understand and follow oral and written instructions.
- Operating assigned equipment and vehicles.
Required education and experience
- Must have a valid Texas Driver's License
- High School diploma or equivalent, required
- Possession of a valid State of Texas Plumbing Inspector License, required
- International Code Council or other approved agency certification in at least one inspection area, required
- Certified Building Official (CBO), or the ability to obtain
- Bachelor’s degree in electrical or mechanical engineering welcome
- 5 years related experience
Work environment
- Work is performed in a standard office environment and in the field.
- Subject to sitting, standing, walking, bending, reaching, and lifting of objects up to 50 pounds.
- Ability to climb ladders, climb under structures and look in narrow, confined spaces
- Exposure to variable weather conditions, general construction hazards, and heavy equipment
