Responsible for the operation of the Water Construction Divsion of Public Works by directing a comprehensive maintenance and repair program for the water distribution system. This includes planning, supervising, coordinating and implementing various programs to ensure compliance with federal, state and local regulations in the installation, repair and maintenance of the City's water lines and systems.
Essential Job Functions:
- Supervises the installation; maintenance and repair of water mains; fire hydrants; valves and equipment necessary for the continuous operation of the water distribution lines and systems.
- Maintains a long-term schedule for upgrades; repairs and replacement of water lines
- Supervises staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff training; ensuring employees follow policies and procedures and maintain a healthy and safe working environment.
- Prepare and maintain a variety of records; files; reports; work orders; and/or other related information related to operational activities for the division.
- Inspects work in process and completed projects
- Locates supply sources for replacement and repair parts for water system; maintains inventory of parts
- Investigate and resolve complaints and/or issues received from internal and external customers.
- Monitors the work of external contractors performing work for the City which includes inspecting work to ensure compliance with applicable specifications and quality standards.
- Participates in pre-construction meetings with contractors and engineers and provides recommendations related to water construction issues
- Assist in the preparation of short and long-range capital improvement plan and operation plan.
- Coordinate projects with other internal departments.
- Prepare and maintain a variety of records; files; reports; work orders; and/or other related information related to operational activities for the division.
- Participate in the development and monitoring of the division’s budget including developing project cost estimates.
- Facilitate division meetings with subordinate staff to provide and receive information.
- Develop and coordinate the implementation of the division's safety program; which includes; investigating injury claims; providing training for staff; and/or performing other related activities.
- Attends City Commission meetings as appropriate and conducts presentations when necessary
- Available to work crews after regular business hours
- Perform other related duties as assigned.
Performance Measurement
-Five (5) years of experience in the installation; maintenance and repair of water distribution systems
-Three (3) years of supervisory experience in water installation systems
-TCEQ Class C water certification or ability to obtain within 3 months
-Preference – Class A Water certification
Knowledge; Skills and Abilities
•Knowledge of methods; practices; procedures and equipment used in water construction and distribution systems.
•Knowledge of federal; state; county and local codes; rules; regulations and policies relating to water construction and distribution systems
•Knowledge of principles and practices of supervision and budgeting.
•General knowledge of computers and office equipment.
•Ability to understand and interpret construction drawings and blueprints.
•Ability to communicate clearly and concisely; both verbally and in writing.
•Ability to establish and maintain effective working relationships with co-workers and the public.
•Ability to prepare and maintain the necessary reports and statistical information relative to the department's responsibilities.
•Ability to interpret laws and to develop/implement methods in compliance with such laws.
