Castle Rock Water provides drinking water, sanitary sewer, and storm drainage systems for the Town of Castle Rock’s more than 80,000 residents and businesses. Castle Rock Water is a national leader in the water industry, recently expanding its infrastructure to accommodate reuse water, implementing progressive conservation measures and implementing legacy stormwater projects. Essential Duties & Responsibilities:
Manages the coordination and implementation, and ensures the accuracy and integrity of, the water conservation rebate and incentive program.
Responsible for the day-to-day activities of the water monitoring and restrictions program, to include training and scheduling.
In coordination with Supervisor, responsible for annual review and update of the Landscape and Irrigation Criteria Manual and Water Use Management Plan. This includes coordination within Castle Rock Water and other Town departments, such as Development Services, Parks, and Public Works.
Assists in educating the public regarding water efficiency efforts and landscaping techniques by telephone, email, and in-person contact.
Creates, maintains, and processes the annual Colorado Water Conservation Board (CWCB) state required 1051 report.
Provides support for Water Use Management Plan implementation and enforcement. Including, watering schedule, water waste, alternative schedules, and irrigation exemptions.
Provides support and assistance as a resource to the Town for landscaping and irrigation principles.
Acts as field backup, as needed, for the Water Efficiency Technician, to conduct pre-construction meetings with installation contractors, and ensure compliance with soil inspections, sub-surface irrigation inspections, site visits, landscape inspections, and irrigation inspections.
Supports the implementation of initiatives as detailed in the Town's Water Efficiency Master Plan. This Includes Water Wiser workshops, Registration for Landscape Professionals, rebate and customer assistance programs, development of educational materials, and ongoing updates to the Town's water conservation website (CRconserve.com).
Assists and supports the Development Services Plan Review Team, as needed, to review and interpret residential landscape and irrigation designs.
Assists in the development, implementation, and evaluation of specific water conservation and efficiency measures, including additional rebate programs, cooperative conservation efforts with homebuilders, and demonstration gardens.
Assists in the development and presentation of educational seminars and coordinates with other staff to develop content. This includes, but is not limited to, workshops, water facility tours, and classroom visits.
May participate in water conservation efforts with other Front Range water providers through organizations like the South Metro Water Supply Authority Conservation Sub-Committee, Rocky Mountain Section of the American Water Works Association Conservation Sub-Committee, and Colorado Water Wise.
Assists with planning, coordination, and implementation of water conservation / efficiency events and activities.
Performs other duties as assigned or required.
Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: High School diploma or GED equivalent; college degree preferred
Experience: Three (3) years previous work experience; or an equivalent combination of education, training and experience.
Licenses or Certifications Required:
- Qualified Water Efficient Landscaper (QWEL) certification, or ability to obtain within 9 months of hire.
- Irrigation Association Certified Landscape Irrigation Auditor (CLIA) certification, or ability to obtain within 12 months of hire.
- Valid Colorado driver’s license.
Knowledge, Skills, and Abilities:
Ability to resolve complex customer disputes in an accurate and timely manner consistent with the Town Values.
Working knowledge of water conservation methods and principles.
Working knowledge of landscape and irrigation best management practices.
Ability to effectively present conservation and efficiency messaging to large groups.
Ability to effectively read, interpret, and analyze complex data and information.
Ability to provide guidance, assistance, and interpretation to others on application of procedures and standards.
Ability to read and interpret landscape and irrigation plans.
Ability to physically access all work sites to perform duties, potentially in any weather and environmental conditions.
Working knowledge of Microsoft Word, Outlook, Excel, and Power Point.
