COMPENSATION
$60,376- $73,387 annually
DEFINITION
Under direct or general supervision, performs a variety of technical duties in support of the City’s management information system; provides technical desktop support to users; troubleshoots hardware and software problems associated with the City’s computers and related equipment; installs hardware equipment and software applications; and performs related duties, as assigned.
DISTINGUISHING FEATURES
This is an entry-level classification in the Information Technology division. Initially under close supervision, incumbents with basic experience learn City systems, operations, practices, and procedures. As experience is gained, assignments become more varied and are performed with greater independence. Assignments may vary with the skill and training of the incumbent. Positions at this level usually perform first level help desk response and routine maintenance duties.
JOB SUMMARY
Members of this law enforcement agency hold positions of high public trust. It is imperative that all, on-duty and off-duty, conduct themselves in such a manner that does not bring disrepute on this agency or the professional image of law enforcement.

ESSENTIAL DUTIES
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
Moves and sets up workstations, including supplying computer terminal, data connection, and telephone; installs desktop equipment, and software; installs emulation software; installs, maintains and troubleshoots cellular phones, tablets, and mobile computers in public safety vehicles; works with various vendors to support these systems.
Services existing electronic equipment requiring repair or complex preventive maintenance; performs scheduled upgrades to existing personal computer systems and
other devices.
Evaluates and diagnoses computer hardware and software problems associated with the City's computers and related equipment; performs diagnostic testing; repairs equipment.
Assists users with operational questions or problems and in the use of computer software applications related to specific departmental activities.
Recovers computer assets and evaluates/repurposes viable hardware; decommissions obsolete hardware.
Coordinates with vendor representatives to resolve problems with system applications and with troubleshooting, repair, and maintenance; works with software providers to accomplish specific maintenance and modifications.
Maintains the City’s phone system and sets-up voice mail, initial greetings, and automated options.
Assists with all electronic equipment used in the Council Chambers during all meetings.
Performs other related duties as assigned.
KNOWLEDGE AND SKILLS
Knowledge of:
Basic principles and practices used in the operation, troubleshooting, maintenance, and administration of personal computer operating systems, personal computer system hardware, mobile computing systems, and related software systems.
Personal computer and network system application software packages and hardware peripherals.
Computer hardware, software, network technology, and operating system products.
Techniques and methods of computer hardware and software evaluation and implementation.
Operating systems; local area network (LAN) and wide area network (WAN) design, operations and support, such as printers, modems, scanners and other network devices and various applications.
Troubleshooting, configuration, and installation techniques.
Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
Modern equipment and communication tools used for business functions and program, project, and task coordination.
Computers and software programs (e.g., Microsoft software packages) to conduct, compile, and/or generate documentation.
Ability to:
Ability to troubleshoot workstation hardware and software using logic to solve problems.
Operate, install, maintain, configure, and troubleshoot a variety of highly technical computer equipment and peripherals.
Learn to use new and existing software and hardware.
Make accurate arithmetic, financial, and statistical computations.
Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.

EDUCATION AND EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to an associate degree in computer science, information technology, or a related field.
OR
- Experience in the related qualifying area of education may be substituted on a year-for-year basis.
AND
- Work experience performing technical support and network administration on personal computers and peripheral equipment, including software administration is desirable.
REQUIREMENTS
Possession of a valid California Operator's license issued by the State Department of Motor Vehicles.
Ability to, bend, twist, squat, stretch, reach, walk, climb, stand for extended periods, work in small or confined spaces.
Candidate must pass POST level background investigation for clearance to work on Police Department Systems.
Must live within 35 mile of Ripon City Hall.
May be required to complete National incident Management System (NIMS) Training.
CAUSE FOR REMOVAL
The incumbent may be removed with or without personal fault. Reductions in the work force; the member’s inability to attend regularly to work; failure to perform competently on any of this position’s essential functions, duties, or responsibilities; excessive amounts of administrative costs associated with Non-scheduled Absenteeism, Work Performance Error, and Work Productivity are among major reasons for termination with or without fault. Culpable acts or inactions contrary to the mission; Professional; Code of Ethics; Oath of Office; agency rules; policies; procedures and practices; and acts of disloyalty are major reasons for termination with fault.
