St. Johns County Board of County Commissioners is seeking a Housing Inspector for our well-established Housing and Community Development whose headquarters are located in beautiful St. Augustine, Florida.

The Housing & Community Development Division promotes, develops, preserves, and administers affordable housing programs, initiatives, and policies in St. Johns County. This position is responsible for the oversight of the Housing and Community Services grant-based construction projects to ensure compliance with construction plans, county specifications, and grant or other contract terms. Some of the specific tasks include but are not limited to:
- Conducts comprehensive infrastructure, facilities and building inspections including structural, mechanical, plumbing and electrical features of structures to determine the extent of work needed to rehabilitate such structures to comply with current applicable housing and building codes.
- Examines the extent of deterioration and the cost of rehabilitation. Determines the feasibility of undertaking rehabilitation work. Details hurricane protection improvements requested for structures.
- Reviews inspection and risk assessment reports and determines appropriate actions necessary to comply with governing regulations, e.g. lead-based paint, land surveys. Reviews contract invoices for program compliance and propriety.
- Prepares and/ or reviews scopes of work, improvement plans and specifications for CDBG rehabilitation and new construction projects. Prepares and/or evaluates cost estimates or bids for completeness of vision and congruence with program guidelines.
- Monitors and inspects new construction, demolition and rehabilitation work in progress to ensure compliance with plans and specifications, appropriate permitting, building and housing codes. Determines the acceptability of workmanship and materials; approves contractor payment requests for completed work; makes final inspection and certifies that job is complete. Performs contractor evaluations.
- Acts as a liaison, delivering exceptional customer service to property owners, contractors, and local, state, or federal officials. Offers technical guidance, valuable information, and thorough reviews. Ensures all parties adhere to compliance with grant-funded construction projects
- Maintains inspection records and reports, initiates various notification letters and other necessary correspondence. Participates in the preparation of Environmental Review Records.
- Inspects surveyed rights-of-way, the removal of unsuitable materials, soil testing, the installation of drainage and utility pipes, and the proper thickness and types of asphalt; checks subgrade and base for compaction and thickness; field checks dimensions on ponds, lakes, slopes and roadways.
- Reviews lot grading inspections; inspects grade work and construction on residential sites to ensure compliance with approved site plans, land use and program specifications.
- Maintains full-time presence on the job.
- Collaborates with County Departments and Housing Staff to implement and complete various ongoing projects.
- Performs other duties as assigned.

Candidates for the Housing Inspector position are encouraged to apply if they meet the following minimum qualifications:
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, associated with five (5) years of building construction experience or having had a similar position for one to two years. Preference for two years residential remodeling construction experience; experience preparing construction specifications.
- Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
- Must possess good interpersonal and communication skills to serve others.
- Must be able to comprehend, speak and write the English language.
- Must be able to operate a computer.
