Emergency Management Specialists are the support staff members of the Lycoming County Emergency Management Agency. EMA Specialists participate in all aspects of emergency management in Lycoming County with key elements that they are assigned to specialize in. This EMA Specialist will have an EMA concentration in Training & Operations. This position coordinates all training programs for the Lycoming County Emergency Management Agency. Responsibilities include accomplishing all training goals and objectives as outlined by the Pennsylvania Emergency Management Agency and the Department of Public Safety. These training programs include procedures to be implemented in the event of a natural or manmade disaster. Training programs are for elected and appointed officials, as well as volunteers of various educational backgrounds and are to be offered to all 52 municipalities in Lycoming County and to Lycoming County government employees. Individual is responsible for preparing handouts, brochures, presentations, and other multi-media modes that are used in modern adult education. Position is required to participate & assist with coordination of County EOC activations & exercises. Position is supervised by the County EMA Manager.
SPECIFIC DUTIES
- Serve as a member of the County of Lycoming’s Emergency Operations Center (EOC) staff.
- Required to participate in local/regional/state exercises as well as EOC activations during natural/manmade disasters and pre-planned events.
- Develops, conducts and/or coordinates training programs for Lycoming County DPS and EOC Staff, municipal emergency management coordinators, County volunteer staff, elected officials at both the county and municipal levels, and other independent agencies in community resiliency and preparedness to enhance emergency preparedness in Lycoming County. Includes trainings for PEMA certifications and annual DPS training requirements.
- Conducts & develops periodical exercises of county and local responders to test capabilities for all hazard related situations. This includes annual/bi-annual state and federally evaluated exercises.
- Insures all training programs and activities are consistent with the National Incident Management System (NIMS) adapted at the county, state, and federal levels.
- Maintains the training database and training profiles for the county/municipal EMA staffs, county volunteer staff, DPS/EOC staff, etc.
- Serve as a member of specialty groups, task forces and organizations as appointed/selected.
- Attends monthly or quarterly meetings of and develops working relations with area fire departments, emergency management agencies at the local/county/state level, ambulance associations, fireman's associations, police departments, and other emergency-oriented organizations/groups/individuals to keep informed of resources and training needs as well as monitor the effectiveness of current training programs.
- Publishes training announcements/flyers and web based products as requested for local level training.
- Conducts periodical exercises of county and local responders to test capabilities for all hazard related situations.
- Assists emergency management personnel in developing written mutual aid and cooperative assistant agreements with neighboring industries for aid and resources.
- Responsible for writing and submitting financial documentation reports to local, state and federal agencies as they pertain to the grant funding received by the County EMA office. (EMPG/RERF)
- Serves as a member of the County’s Loss Prevention & Safety Committee
- Other duties and special projects within the Department of Public Safety as assigned.
OTHER SPECIALIZED EMA DUTIES
The County EMA Office has specialized duties and responsibilities that will be assigned based on the certifications and credentials of the EMA Staff. These duties include, but are not limited to:
- Coordinate specialized training programs and exercises as related to energy development, exploration, and transportation for the public and first responders.
- Serve as the EMA point of contact and coordination for the County’s Radiological team.
- Coordinate training programs and meetings of the County’s Radiological team and officers.
- Responsible for radiological meter and specialized equipment checks and calibration.
- Serve as the DPS/EMA point of coordination for required exercises for the SSES power station.
- Attends SSES ¼ meetings and government training days.
- Serve as the Department of Public Safety’s point of contact for energy exploration and support services companies. Assist with the familiarization of local procedures, protocols, and coordinating/attaining a 911 address.
- Serve as chairperson of the Lycoming County Natural Gas Task Force Training & Safety Consortium
- Serve in a leadership role on the County’s Loss Prevention and Safety Committee.
- Coordinate testings/trainings with the State Fire Academy at Test Site 22
- Serve as DPS/EMA PIO to include maintaining the DPS social media pages
SUPERVISORY RESPONSIBILITIES
Responsible for oversight of personnel who are contractually hired by the County to conduct trainings for County staff, municipal EMCs, elected officials, county volunteer staff, etc. Ability to exercise administrative and technical supervision over County EOC staff and County Duly Enrolled Volunteers during EOC activations for natural/manmade disasters, pre-planned events, and exercises.
WORKING CONDITIONS
Working conditions are moderately inconvenient due to after-hours meetings/events. This position also may respond during emergency situations to either the emergency operations center or the site of the emergency. When the emergency operations center (EOC) has been activated, this position is required to staff one of the ongoing required positions with other EOC staff personnel. This will last the duration of the emergency situation.
JOB REQUIREMENTS
- Three (3) years of experience in emergency management and/or emergency services or a Bachelors/Associates Degree in Emergency Management, Homeland Security, Planning, or Public Administration disciplines or related field.
- Knowledge of the principles, practices, and techniques of training developing, including methodology of determining, and developing training needs and goals, training methods, curriculum outlines and materials and teaching resources, selecting of appropriate instructional materials, and use of visual aids.
- Ability to communicate orally and in writing in order to prepare letters, memoranda, and reports to establish and maintain effective working relationships with upper management, professional and non-professional staff and persons outside the agency (other agency personnel, local organizations including police, firefighters, etc.).
- Proficient in the use of all Microsoft Office Professional products
- PEMA Basic certification for County EMA Staff or the ability to complete the certification process within one (1) year of employment.
- Must possess and maintain a valid PA driver’s license.
- Must submit to and pass a Drug and Alcohol screen per County policy.
- Must submit to and pass criminal and security background checks per County policy.
