Brief Description
Assists the supervisor with the day-to-day operations and supervision of the 24/7 Forensic Transport unit of the Office of the Medical Examiner. Assists with providing technical and administrative oversight and direction to staff to ensure consistency with laws, protocols, policies and practice standards. Management Scope: Non-exempt staff.
Detailed Description
Interacts daily with medicolegal death investigation management and staff regarding decedent transport protocol and Medical Examiner support needs to include:
- Timely removal and transport of decedents from death scenes, which includes homes, roadways, fields and remote areas, hospitals, and nursing homes;
- Ensuring all supplies, staff, and resources are available and ready for immediate deployment as needed;
- Ensuring that staff maintains compliance with applicable health and safety standards related to personal protective equipment use, decedent handling protocols, and transport vehicle maintenance;
- Meeting the needs of clients/customers/citizens;
- Performing Forensic Attendant duties, as needed. Plans, organizes, assigns and supervises forensic transport day-to-day administrative and operational activities to ensure compliance with applicable protocols and standards to include:
- Developing policies and procedures;
- Ensuring strict compliance with applicable laws and regulatory requirements;
- Maintaining appropriate inventory of resources;
- Ensuring appropriate staffing ratios; and
- Preparing required reports. Implements effective performance strategies to include:
- Hiring of staff;
- Training and
- Assisting with the evaluation of staff and providing critical feedback related to job performance;
- Creating a professional work environment;
- Assisting with resolving employee related issues. Ensures the effective and efficient operation of the section by:
- Staying abreast and implementing the latest critical developments in the field;
- Communicating effectively with internal staff and external clients/customers/citizens;
- Ensuring work processes are implemented accurately and timely;
- Ensuring all resources are optimized at all times; and
- Reviewing and evaluating performance measures and standards. Assists the supervisor with development of goals, objectives, protocols, standards, and performance measures in conjunction with unit and department management to ensure that service delivery requirements and department goals are met. Supervises unit staff assisting with decedent acceptance and release; ensures all policies, procedures, protocol are followed related to the acceptance, handling, and releasing of the deceased and that all related records are accurately maintained. Supervises unit staff assisting with other support functions for the Office of the Medical Examiner. Performs other duties as assigned.
Job Requirements
Education, Experience and Training: Education and experience equivalent to an Associate’s Degree from an accredited college or university in Forensic Science, Funeral Service, Mortuary Science, Criminal Justice, Public Administration or in a job-related field of study. Three (3) years of professional work-related experience. Special Requirements/Knowledge, Skills & Abilities: Must possess thorough knowledge of standard decedent removal and transport protocols. Ability to implement and follow direction without direct supervision. Ability to direct and evaluate the work activities of subordinates. Ability to write accurately and legibly. Ability to work cooperatively; ability to implement and good chemical, biological and ergonomic safety practices and precautions, including the use of personal protective equipment. Knowledge of standard software applications. Ability to utilize specialized applications specific to department. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Work hours and availability for call varies based on the needs of the 24/7 operation. Position is deemed “Essential” for inclement weather and emergency management purposes. Must pass criminal background check and mandatory drug test prior to and during employment. Must possess a valid Texas Driver’s License, with a good driving record and reliable transportation. Physical/Environmental Requirements: Primary work area is an administrative office and morgue receiving/release area. Secondary work area is varied, based on the location of the decedent remains requiring removal and transport; secondary work locations frequently involve outdoor locations, highways, roadways, homes, and hospitals. Travel to locations within Dallas County in a department vehicle is required. Death scene attendance requires the ability to navigate locations such as secluded wooded areas, river bottoms or industrial sites in all types of weather conditions. Access to the death scene may require non-vehicular travel to reach the scene. Lifting, pulling, carrying and manipulating decedents and/or other heavy, bulky or irregular objects is also required. In morgue and decedent removal locations, routine, potential exposure to biological and/or chemical hazards. Routine exposure to odorous specimens and chemicals and graphic visual situations. Prolonged, extensive, or considerable standing/walking; lifting, positioning, pushing, or transferring of bodies; lifting of supplies and equipment; considerable reaching stooping, and bending; manual dexterity and visual acuity sufficient to execute standard protocols.
