Lincoln County Public Health (PH) is looking to add an Equity & Community Partnership Building Analyst to its Modernization and Advancement team. We’re looking for an employee with a passion for promoting health equity and working with diverse partners.
This position will serve as a technical and subject matter specialist on health equity and inclusive outreach and engagement for the PH division, with the goal of ensuring that equity is at the forefront of the division’s work. This position will have the opportunity to work across the entirety of PH division and to provide opportunities for staff growth and development in the areas of equity, racial justice, and community engagement.

Community Partnership Building: - In coordination and collaboration with all PH program managers, establish and maintain meaningful relationships with partner organizations, local leaders, and community members.
- In coordination and collaboration with all PH program managers and based on successful past practices in PH, develop, train staff on, and implement a standardized approach to community outreach and engagement that enhances health equity and promotes racial justice.
- Identify opportunities to institutionalize community engagement practices including but not limited to development of procedures, policies, and/or plans.
- Anchored in data and knowledge acquired from PH staff, community members and partners, provide guidance and advisement on PH engagement with marginalized communities to forge authentic and meaningful community connections.
- Identify opportunities for strategic partnership and alliances to promote health and improve health equity.
- Represent PH on local and regional community coalitions with focus in health equity and develop and strengthen PH’s relationship with the Regional Health Equity Coalition.
- Manage and maintain PH’s partnership tracking tool and use tool to conduct regular analysis of gaps and opportunities in community partnerships.
- Develop strategies aimed at promoting active and meaningful participation of community members in the work undertaken by PH.
- Attend partner organizations/coalitions community events as requested to demonstrate support.
| Health Equity Strategy Development: - Serve as a technical and subject matter specialist to assist and support the PH Division in its continued work to standardize and operationalize health equity across its programs.
- Work closely on confidential duties with the PH Leadership team to design, develop, and monitor the equity related aspects of the Lincoln County Public Health Modernization implementation plan and reaccreditation standards and measures.
- Provide expertise to PH sections to ensure program design and implementation is undertaken equitably and in a manner that respects community desires and values.
- Collaborate with internal and external partners to develop and implement strategies that advance health equity, with a focus on underserved and marginalized populations.
- Advocate for policies and programs that promote health equity at the local, regional, and state level.
- Use research and data to identify health inequities and their root causes.
- Communicate effectively about topics related to health equity including social determinants of health, structural racism, and health inequities to diverse audiences.
- Support the development of program evaluations to ensure that customer feedback and impact on health equity is appropriately considered.
| Engagement and Education: - Develop and/or coordinate PH employee learning opportunities in areas of health equity, racial justice, and community engagement in collaboration with PH’s Policy Analyst.
- Support and consult on community outreach efforts to engage the community in conversations surrounding health equity issues.
- Serve as a resource to partners advocating for change and provide technical assistance to those seeking to adopt policy, systems, and environmental change to advance health equity.
- Stay current with the literature related to health equity and trends in the field. Synthesize literature and disseminate findings to PH staff and the community as applicable.
- Learn about the culture, values, needs, major concerns, and resources of the Lincoln County community and its sub-populations.
- Build PH’s capacity to engage in health equity work.
| Other Functions: - Advise on special projects and pilots as needed and available.
- Take an active role in Emergency Preparedness and Response Planning, Training, Exercises, Tabletops etc.
- Write grants to help with the sustainability of the PH division and its programming.

Minimum Education Level
Bachelor’s degree in Public Health, Social Work, or other related degrees.
Minimum Experience Level
2 to 3 years of experience in:
1) Advancing equity, advocacy and/or developing and operationalizing health equity through programming, or
2) Community engagement, and/or advocacy in community health, health care, public health, social services, or other related field that focuses on health equity, or
3) Managing and coordinating large projects across teams in health and/or social service setting

Driver’s License
Oregon Driver's License required within 30 days of hire
Desirable Qualifications:
Self-identifies as any of the following: BIPOC, low-income, immigrant/refugee, disabled, LGBTQ+ or as a member of any other historically marginalized community. Experience operationalizing equity in public health programming and across systems. Evident passion for equity, inclusion, and social justice work. A master’s degree in these areas with a focus of health disparities and health equity is preferred.
