Under broad direction of the City Council, the City Manager serves as the municipality’s Chief Administrative Officer. The position is responsible for planning, organizing, coordinating, directing, and evaluating municipal activities, goals, and policies. The successful candidate will be a servant leader with a demonstrated background in achieving goals while fostering an atmosphere of teamwork and accountability. We require a combination of education and experience equivalent to a minimum of a bachelor’s degree in public administration, business administration, management, or a related field (with a master’s degree preferred) and 5 years in a similar leadership role. ICMA and/or TCMA membership is mandatory.
Odessa is located in the heart of West Texas at the midpoint between El Paso and Dallas along I-20 within the Permian Basin where the High Plains, Trans Pecos, and Edwards Plateau converge. It is serviced by Midland International Air & Space Port, about 12 miles from our city center. The city has a population of more than 115,000 and covers a total area of 47 square miles, of which 46.9 is land and 0.1 square miles (.05%) is water. Odessa has the semiarid climate typical of West Texas. Summers are hot and sunny, while winters are mild and dry. Average nighttime lows in January average 35°F and summer highs can exceed 94°F.
