We Are Currently Seeking
A director of human resources and risk management to join our team. In this role, you will plan, coordinate, manage, and direct the operations and activities of the City's Human Resources and Risk Management department; serve as Civil Service Director for the City; develop and administer policies and procedures for area of responsibility; oversee the delivery of personnel, benefits, risk, and safety programming for the City; direct the operations of the City's Wellness Program; provide human resources and risk management advice to City officials and departments; and supervise assigned personnel.
Your Responsibilities Will Include
- Directing and overseeing the City's human resources programs, services, and activities including recruitment, retention, compensation, benefits administration, training, performance management, employee relations, and organizational analysis and development.
- Leading and participating in the development, implementation, and administration of City-wide personnel policies and procedures; monitoring and ensuring the City's compliance with all regulatory requirements governing employment law and human resources programming.
- Serving as Civil Service Director and directing the City's labor relations function; providing for the day-to-day administration of Civil Service law governing employee pay, benefits, discipline, pre-employment testing, and promotion; coordinates Meet & Confer processes.
- Overseeing all recruiting and hiring activities conducted by the City; providing final approval on all City new hires; participating in the interview process for senior management positions; developing and implementing recruiting strategies for hard-to-fill job openings.
- Directing, coordinating, and approving all employee compensation efforts through the annual budget process, compensation planning, reclassification requests, and routine pay adjustments; monitoring and recommending compensation levels for all City employees.
- Providing human resources advice and support to City officials and departments regarding a variety of personnel matters; assisting in resolving internal and external customer complaints involving customer service, employee performance, and employee/supervisor behavior.
- Administering and directing the City's risk management programs and activities including employee safety, workers' compensation, property and liability claims management, and insurance administration, directing the administration of the School Crossing Guard Program.
- Overseeing, coordinating, and supervising the operations and activities of the City's Wellness Program.
- Hiring, training, supervising, and evaluating the performance of assigned personnel; monitoring and ensuring staff compliance with departmental policies, procedures, and applicable regulatory requirements.
- Developing and administering budgets for the Human Resources and Risk Management departments; monitoring and authorizing expenditure; administering the City's self-insurance, property/liability, and workers' compensation funds.
- Attending and participating in various meetings pertaining to human resources and/or risk management.
- Preparing and maintaining a variety of departmental records, reports, and documentation.
- Regular and timely attendance is required.

Requirements And Skills

- Developing and administering budgets and monitoring expenditure.
- Supervising, leading, and delegating tasks and authority.
- Establishing and maintaining cooperative working relationships with staff, City departments and officials, outside agencies, consultants, vendors, and the general public.
Minimum Qualifications
Education and Experience:
Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field; and five years' experience supervising human resources operations, preferably in a municipal environment; or an equivalent combination of education and experience.
Required Licenses Or Certifications
- Must possess a valid Texas Driver License with a good driving record.
- Human Resources certification (PHR or SPHR) and CPM preferred.
Physical Demands / Work Environment
- Work is performed in a standard office environment.
