SALARY RANGE: $53,463 - $57,870, Full-Time
GENERAL DESCRIPTION :
This is professional accounting work involving the operation of the city's vendor accounting and check writing system, processing payments to vendors, processing payroll for all departments, maintaining fiscal records, and fiscal administrative and technical work dealing with the utility's customers, and assisting in department staff supervision. Work requires existing proficiency with and the ability to learn and efficiently utilize computer application software. Accountable to and works under the direction of the Finance Director.
ESSENTIAL JOB FUNCTIONS:
- Assist the Finance Director in supervising staff within the finance department, including scheduling, time and attendance, and resolving front desk customer service issues
- Daily balances and deposit payments from city-wide operations.
- Process/Review payroll bi-weekly and all related entry functions and reports
- Process/Review health benefit payments
- Process/Review accounts payable: enters invoices, transactions, and other documents into Fund Management System; verify the data entered for accuracy and make appropriate corrections as needed
- Enters and completes accounting documents (invoices, payments, accounts payable vouchers, journal entries, etc.) in Fund Management System, verifying the data entered for accuracy and making appropriate corrections as needed
- Reconciles monthly bank statements and investment accounts
- Attends quarterly pension meetings. Prepares annual information for the actuary
- Posts journal entries
- Annually conducts physical inventory and processes abandoned property
- Maintains computerized fixed asset accounting system, including entry of new purchases and dispositions
- Cross-train in Utility Billing and serve as a backup
- May be required to work overtime or alternate hours as necessary for the efficient operation of the department. The accountant position is considered essential personnel
- Follow Finance Director’s directions, complete assignments accurately and timely, and maintain professional standards of conduct and performance. Work safely, diligently, and responsibly at completing assigned duties independently and confidentially without close supervision
- Performs other related duties as directed or required by the Finance Director
KNOWLEDGE, SKILL, AND ABILITIES:
- Willingness and ability to support the City goals, programs, and objectives and comply with the City’s rules, regulations, and procedures
- Knowledge of modern office procedures, practices, systems, equipment, and software
- Knowledge of payroll and cost accounting principles, procedures, and techniques
- Knowledge of computerized accounting systems, including automated accounting system applications.
- Knowledge of budgetary procedures and controls.
- Ability to analyze and evaluate accounting problems and to recognize and develop pertinent accounting and related data
- Ability to understand and carry out complex oral and written instructions
- Ability to prepare accounting and audit records, statements, and reports.
- Ability to read, comprehend, interpret, and apply job-related laws, rules, policies, and procedures.
- Ability to develop computer-based spreadsheets, graphs, summaries, and reports.
- Willingness and ability to exercise sound judgment and perform at a high level of efficiency and productivity
QUALIFICATIONS (EDUCATION, TRAINING, & EXPERIENCE):
- Bachelor’s degree from an accredited four-year college or university preferred
- Two (2) years of experience in accounting and fiscal operations
- An equivalent combination of education, training, and experience that provides the knowledge, skills, abilities, and other competencies necessary for success in the target position may be considered
SPECIAL REQUIREMENTS:
- Must maintain a valid home telephone number
- May be required to work overtime, or alternate hours, as necessary for the efficient operations of the department
LICENSES, CERTIFICATION, OR REGISTRATION:
- Valid Florida Driver’s License
ESSENTIAL PHYSICAL SKILLS:
- While performing the duties of this job, the employee is frequently required to sit and talk or hear, use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to walk.
- The employee must occasionally lift and/or move up to 25 pounds.
- The job requires normal visual acuity, and field of vision, hearing, speaking, color perception, sense of taste, sense of smell, depth perception, and texture perception.
