Established in 1893, Lincoln County employs 518 FTEs and has a 2024-2025 budget of $184.6 million, including a General Fund of $55.9 million. County departments include County Administration, Legal Counsel, Finance & Accounting, Health & Human Services, Human Resources, Information Technology, Juvenile, Community Justice, Planning & Development, Public Works, Surveyor's Office, Transit, and Veteran Services. Elected County positions include the Assessor, Commissioners, County Clerk, District Attorney, Sheriff, and Treasurer.
The DepartmentThe IT Department operates with 10 FTEs including the Director, an Assistant Director, a Systems Administrator, an Associate Systems Administrator, two User Support Specialists, three Computer Technicians, and an Administrative Assistant. The department provides excellent service on all information technology matters. The Department has a $3.2 million 2024/2025 Budget. It supports nearly 600 users including employees and contractors. The network consists of nearly 1700 devices. Additionally, the Department also has nearly $700,000 for infrastructure investment.
Recent accomplishments include:
- Adopted physical security equipment and maintenance of county cameras and door entries.
- Implemented a new self-learning email security system
- Replaced over 100 computers
- Replaced 20% of County’s sever infrastructure

- Maintain support level and response time of 15 minutes
- Start the migration to Windows 11
- Start the migration of 100 servers to Windows Server 2019
Qualifications
The ideal candidate will provide vision and leadership for developing and implementing enterprise information systems. They will plan and execute initiatives that improve the cost effectiveness, service quality, and the business continuity of information and technology systems.
This position requires a bachelor's degree in a related field, plus five years in developing and managing the functions and departments dealing with enterprise information systems. An Oregon driver's license is required within 30 days of hire.
The person in this role will:
- Be skilled in effecting change in business practices while maintaining the cooperation of County staff and management.
Have knowledge of the principles, theories, and methods of enterprise information systems, including current developments in technologies.
- Comprehend and manage complex technology systems involving intergovernmental interaction.
- Have strong analytical and assessment skills with extensive knowledge and experience with disaster recovery.
