Position Summary
The Code Enforcement Officer performs various technical duties necessary to execute the requirements of the City’s code enforcement programs. Employees in this class work under close supervision and with other City departments to monitor and enforce zoning, building, property maintenance, noise, abandoned vehicles, and other codes and ordinances designed to protect the residents' health, safety, and welfare and the general quality of life. The employee serves as a resource and provides information on City regulations to property owners, residents, businesses, and the general public, along with other City departments and divisions. Employees may, with adequate training, satisfactory performance evaluations, and competency in executing routine job duties, master the skills necessary to advance to the next higher-level class.
Major Duties and Responsibilities
- Schedules and performs systematic property maintenance inspections to maintain or achieve minimum property standards; attends neighborhood meetings to discuss and educate citizens about City codes.
- Responds to complaints of City zoning code violations and investigates possible infractions; conducts site visits to determine the validity of complaints or to enforce codes; collects, evaluates, records, and preserves evidence; interviews witnesses and gathers information; and takes and files photographs to document violations.
- Determines compliance or non-compliance with codes; meets with property owners to discuss violations; issues code compliance notices and official correction notices; issues citations/summonses to violators; serves citations via certified mail or in person; and performs follow-up site inspections as needed.
- Interprets and enforces the provisions of applicable zoning codes, specifications, and standards; provides information and technical assistance concerning code requirements; discusses problem areas with property owners, residents, and contractors; makes suggestions and recommends solutions to problems; responds to questions concerning code violations; and conducts research as needed.
- Maintains records of enforcement activities, enters data regarding work activities and violations into the computer system, maintains comprehensive case files, and conducts records maintenance activities in compliance with record retention guidelines.
- Performs various tasks involving court-related proceedings; prepares related documents and reports to assist in building and documenting case information; interviews witnesses; prepares evidence for court cases; and testifies in court as needed.
- Maintains a comprehensive and current knowledge of applicable laws, regulations, and standards. Maintains an awareness of code enforcement methods, practices, trends, and advances in the profession. Reads professional literature. Maintains professional affiliations. Attends workshops and training sessions as appropriate.

Code Enforcement Officer I :Pay Grade 11 - $ 52,662.72 $ 59,844.00 $ 78,994.08
This is the first level of the code enforcement series. Incumbents in this class are trained to become responsible for investigating and enforcing City Ordinances, preparing reports and cases, preparing findings for trial, and working directly with the public to enhance the quality of life in Stonecrest. Employees at this level demonstrate an essential background in code enforcement or public administration. Employees at this level receive instruction and assistance from Code Officer III and the Director of Code Enforcement as they progress in this role in the daily monitoring and enforcing zoning, building, property maintenance, noise, and other codes and ordinances designed to protect the health, safety, and welfare of the residents and stakeholders. Incumbents are in training to perform independent field investigations to determine compliance with codes and ordinances, issue notices and citations as necessary, and complete reports detailing findings.

Code Enforcement Officer II: Pay Grade 12 - $ 56,020.80 $ 63,660.00 $ 84,031.20
This class is fully trained and is responsible for investigating and enforcing City Ordinances, preparing reports and cases, preparing findings for trial, and working directly with the public to enhance the quality of life in Stonecrest City. Employees at this level are distinguished from the Code Enforcement Officer I by performing the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are aware of the operating procedures and policies of the work unit. Positions in this class shift away from office and group fieldwork to more defined, independent work. Employees at this level receive instruction and assistance as they progress in this role in the daily monitoring and enforcing of zoning, building, property maintenance, noise, and other codes and ordinances designed to protect the health, safety, and welfare of the residents and stakeholders May serve as a lead to staff and performs independent field investigations to determine compliance with codes and ordinances, issues notices and citations as necessary and completes reports detailing findings. May assist supervisor in completing administrative reports and train new employees.

Code Enforcement Officer III: Pay Grade 13 - $ 59,593.60 $ 67,720.00 $ 89,390.40
This class is fully trained and is responsible for investigating and enforcing County Ordinances, preparing reports and cases, preparing findings for trial, and serving as a lead to lower officers. Employees in this class demonstrate ongoing mastery of the technical duties necessary to execute the requirements of the City’s code enforcement programs and easily manage the routine requirements of the position. An employee demonstrates the necessary problem-solving skills to manage most circumstances that may arise daily, serves as a lead to staff, and performs independent field investigations to determine compliance.
Assists the Director of Code Enforcement in completing administrative reports and training new employees.
Completes special projects as assigned by supervisor and manager.
Performs other duties of a similar nature or level. with codes and ordinances, issues notices and citations as necessary, and completes reports detailing findings. Performance of monitoring and enforcing zoning, building, property maintenance, noise, and other codes and ordinances designed to protect the residents' and stakeholders' health, safety, and welfare. Employees in this role will administer day-to-day field operations of the department as directed by the Director of Code Enforcement and assist other officers in the field with complex cases and assignments as needed.

An associate degree and six years of code enforcement experience or an equivalent combination of education and experience sufficient to successfully perform the job's essential duties, such as those listed above. ICC Property Maintenance and Housing Inspector and/or GACE Level 1 and II Certifications preferred.

Minimum Qualifications
MIMIMUM QUALIFICATIONS
Requires a high school diploma (associate degree in criminal justice, zoning, urban planning, or related field is preferred) and the equivalent of two years of experience in code enforcement or a related field or any combination of education, training, and experience that provides the required knowledge, skills, and abilities.
BASIC QUALIFICATIONS:
- High School Diploma or GED
- Six months experience in enforcement-related work, including investigating allegations, conducting research, and resolving complaints, concerns, or conflicts.
- An equivalent combination of training and experience that demonstrates the required knowledge, skills, and abilities may be considered.
- Obtain certification as Property and Housing Inspector from ICC within 18 months.
- Georgia Association of Code Enforcement Level I Certification within 36 months
- Experience and knowledge of investigative principles, practices, and due process
Certificates, Licenses and Registrations
Must possess and maintain a valid Driver's License. Georgia Soil and Water Conservation Commission Level IB Certification (Red Card) is preferred or within 36 months.
Preferred Qualifications:
- Associate degree in Fire Technology, Environmental Studies, Law Enforcement, Construction Technology, Public Administration or a closely related field preferred
- Bachelor's degree in Criminal Justice, Public Administration or other related major of study
- Two (2) years of experience in the code enforcement field
- Knowledge of general construction practices, procedures, and requirements; and dispute resolution techniques and methods
- Ability to establish and maintain effective working relationships with employees, citizens, and elected officials.
- Handle sensitive or stressful situations with tact and diplomacy; communicate effectively orally and in writing; make presentations.
- Ability to read, interpret, and explain City Codes and site plans, maps, and work plans.

- Georgia Association of Code Enforcement Level I Certification
- Level 1B Soil and Erosion Certification

Minimum Requirements & Advancement Opportunities:
There are three levels of advancement within the Code Enforcement Officer classification:
Code Enforcement Officer I - This entry-level position is open to candidates with a basic background in code enforcement, law enforcement, the military, or other related political science/public administration positions. Candidates must meet the standards outlined in the job description.
Code Enforcement Officer II - Division should have an open position before promotion. Candidates for this intermediate role must have at least four (4) years of Code Enforcement experience. Promotion opportunity to this level is based on the ability to master all the qualifications of a Code Officer I and show an exceptional understanding and ability to perform the work required for a Code Officer II. Must meet requirements as outlined in the job description.
Code Enforcement Officer III – This is a senior–level position for Code Enforcement classification. This position is for individuals with at least six (6) years of Code Enforcement experience and two years of measured successful experience in a leadership role. The candidate for this advanced role will have mastered all Code Enforcement Officer II qualifications before consideration. Must meet requirements as outlined in the job description.
