Description
Under the general direction of the Management and Budget Officer, performs a variety of complex and highly technical budget and management analysis functions. Significant functions of the position are development of the annual budget and preparation of management analyses, including quarterly budget reviews. Requires advanced Excel skills.Requires the ability to exercise independent judgement in the application of knowledge of sound budget practices. The position requires discrete handling of confidential and/or sensitive information and diplomatic skill in explaining budget procedures and obtaining budget data from City personnel. Assignments are carried out in accordance with general work instructions, professional knowledge of budget and economic issues, State laws, and policies and procedures. Performs other tasks as assigned. Incumbent may be required to work in excess of the 40-hour workweek during preparation of the annual budget and other critical periods. Work is evaluated through observation, conferences, oral and written reports, and through results obtained.
Examples of Duties
- Performs variance analyses of revenues and expenditures, which are the basis for projections, and development of the annual budget. Writes reports, schedules, and narrative sections of the annual budgeted, based on analysis.
- Prepares Council agenda materials for budget workshops and public hearings, including complex graphs and charts using Excel.
- Prepares TRIM compliance documents.
- Prepares quarterly budget review reports and is responsible for preparation of resolutions to implement recommended budget changes.
- Prepares special reports for the City Manager and Department Directors' use to facilitate management of City operations. Runs financial reports to support budget adjustments and to perform required budget or policy analysis.
- Prepares salary projections using payroll/personnel software. Salaries are reviewed and projections updated for quarterly reviews several time during the fiscal period. Prepares estimates of the proposed salary for the next fiscal year for inclusion in the annual budget.
- Performs routine analyses of revenues and expenditures and identifies trends. Independently contacts department/divisions to clarify discrepancies in their budget. Writes reports based on analysis.
- Evaluates requests for budget adjustments to the current year's budget from departments and verifies availability of funds for transfer. Requests additional information if needed. Makes recommendations as appropriate.
- Researches accounting entries that have a negative budget impact and determines if a budget adjustment or a journal entry is required to correct the account balance. Notifies the Management and Budget Officer of variances in revenue and expenditures following actual to budget analysis.
- Coordinates with Finance Department and Engineering Department budget and accounting information concerning capital projects. Reviews summary reports of capital projects for the need for budget transfers. Works closely with departments to ensure that projects are closed promptly upon completion of the scope of the work.
- Prepares budget adjustments for departmental, non-departmental, capital project and revenue budgets as needed.
- Periodically reviews position control data payroll/personnel software to ensure accuracy of Council authorized positions by reviewing paygrades and full time equivalents.
- Maintains information in the City's Revenue Manual. Updates monthly revenue spreadsheets for major revenue accounts.
- Attends Council Workshops and Public Hearings on the Budget.
- Performs other duties as assigned.
Minimum Qualifications
- Bachelor's degree from an accredited four-year college or university. (Proof of education must be uploaded with application.
- At least three years of progressively responsible experience in governmental budgeting or management analysis involving a computer based data and management information system;.
- Position requires demonstrated ability to succinctly and clearly communicate in writing.
Licenses, Certifications or Registrations:
- Must possess and maintain a valid Florida driver’s license.
