POSITION DEFINITION
Under general supervision, inspects, observes, measures, and tests materials utilized in construction of public facilities such as streets, parks, storm drains, sidewalks, facilities and
other construction projects; ensures compliance with City standards, codes and specifications; performs related duties as required.
Essential Functions
CLASS CHARACTERISTICS
The Public Works Inspector is journey-level classification in which the incumbent inspects street, water, sewer, storm drainage and traffic control device construction work performed under contract to the City. Inspectors examine and evaluate conditions of earth moving operations, placement of
base materials, paving, utility placement, culvert construction, pouring of concrete, landscaping, and construction of specialized facilities.
SUPERVISION EXCERCISED
Receives supervision from the Director of Public Works/City Engineer or designee; exercises no supervision.
ESSENTIAL FUNCTIONS
Inspects street, water, sewer, storm drainage and traffic control device construction work performed under contract to the City including earth moving operations, placement of base materials, paving, utility placement, culvert construction, pouring of concrete, landscaping, and construction of specialized facilities.
Enforces compliance with contract plans and specifications, computes contractor work in progress and initiates work order changes.
Interprets and coordinates contract provisions with contractor; inspects private development construction work, including concrete forms placement, reinforcing steel and fencing, and placement, consolidation and curing of concrete.
Enforces proper construction of storm drains, culverts, flood control channels, catch basins, junction structures, curbs, gutters; ensures proper placement and maintenance of signs, barricades and warning devices.
Recommends to supervisor acceptance of public improvements in completed private developments.
Reviews plans and specifications of proposed construction; conducts pre-construction conferences.
Notifies affected utilities, public safety agencies, and the public regarding proposed construction.
Performs final inspection and ensures completion of necessary corrections; reviews “as-built” plans for accuracy. Inspects adjacent properties for damages from construction activity; coordinates inspection with other City departments; performs necessary field tests.
Confers with City engineering staff on design problems encountered in the field.
Maintains logbooks and records of inspection; checks materials to ensure compliance with job
specifications, makes calculations in the field and performs surveys.
Performs related duties as required.
Qualification Guidelines
QUALIFICATIONS
Education and/or Experience
Education: Associate’s degree with major work in civil engineering or related field.
Experience: Four (4) years of increasingly responsible experience in engineering, construction and/or survey work. Or any combination of education and/or related experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance.
Licenses or Certification:
Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory driving record.
Possession of or ability to obtain Trench and Excavation Competent Person Certification within 6 months. (certification requirement pending city council approval).
Completion of Construction Inspection Course is highly desirable.
Knowledge, Skills, and Abilities Knowledge
Principles, methods, materials, equipment and safety hazards of construction.
Applicable laws, regulations, codes, and departmental policies governing the construction of public works projects and private development.
Street grading operations and preparation of sub-grade. Survey procedures, instruments and equipment.
Mathematics including algebra, geometry and trigonometry.
Ability to make accurate engineering computations, read and interpret public works plans and specifications.
Establish and maintain effective working relationship with contractors, officials and the general public. Communicate effectively both orally and in writing.
Lift, push, and/or pull items which do not exceed 40 pounds.

Work is performed primarily in a standard office setting and at inspection sites.
Incumbents may be required to work extended hours including evenings and weekends from time-to-time.

Lift, carry, push, and/or pull light to moderate amounts of weight.
