Job Objective & Safety/Security Sensitive Designation
SAFETY/SECURITY SENSITIVE DESIGNATION & JOB OBJECTIVE
This position is not designated as a safety/security sensitive position and is not subject to random drug and alcohol screening.
JOB OBJECTIVE: To investigate complaints of zoning, signs, subdivisions, and landscaping violations by visiting the site to determine compliance with applicable codes and ordinances.
Essential Functions
ESSENTIAL FUNCTIONS & SUPERVISORY RESPONSIBILITIES
- Receives, investigates, and enforces complaints of zoning, signage, landscaping and subdivision violations by visiting sites on a regular basis to determine compliance with applicable codes and ordinances.
- Performs inspections in assigned areas of the City to identify if zoning, signs, subdivision, and landscaping violations exist in compliance with all applicable policies, procedures, codes, ordinances and laws.
- Issues citations to property owner and/or agent based on inspection findings; takes photographs of violations; testifies in court regarding citations issued for violations of the zoning, signage, landscaping, and subdivision codes and ordinances.
- Notifies property owner and/or agent of violating zoning, sign, landscaping or subdivision codes violations that must be corrected within established time frame in compliance with all applicable city ordinances.
- Conducts follow-up inspections to monitor and verify compliance with previously issued violation notices.
- Notifies the supervisor of persons refusing to comply with ordinances for approval to issue citations and warrants.
- Provides technical information and answers questions in person, by telephone and by written correspondence regarding zoning, signage, landscaping, and subdivision ordinances and regulations.
- Receives and reviews business license applications to ensure compliance with zoning regulations; forwards applications to Treasury Management.
- Receives and reviews applications from citizens for sign and related permits; issues receipts for sign permit fees collected.
- Receives and reviews residential building permits and requests for zoning clearance.
- Establishes and maintains hard copy and electronic files and records of code enforcement inspections and other related documents in compliance with Departmental policies and procedures.
- Operates a personal computer and tablet utilizing word processing and database software in the performance of essential job functions.
- Operates an assigned City automobile in the performance of essential job functions.

These knowledge, skills, and abilities are usually, although not always, acquired through completion of high school, one (1) year of experience in the administration or enforcement of zoning, signs, subdivisions, or landscaping codes and ordinances or other public regulations, and one (1) year of experience in the interpretation of site plans, plats, land surveys, or a related area. Equivalent combinations of education and experience will be considered.
Additional Requirement
- Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
- Must possess citation authority certification within one (1) year of employment and maintain certification for the duration of employment in this position.

- Inspects existing and proposed plans and structures to determine compliance with codes and ordinances; conducts final inspections to ensure approved plans are followed.
- Monitors residential and commercial permits and sites to ensure compliance with floodplain standards.

- Attends meetings and participates in staff discussions and provides input regarding periodic changes to zoning, signage and related policies and ordinances.
- Monitors and maintains vehicle cleanliness and maintenance in compliance with all applicable guidelines and procedures for assigned vehicle.

KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of zoning, signs, subdivisions, and landscaping codes and ordinances.

- Skill in the operation of an automatic transmission automobile.
- Ability to read, interpret, learn, and apply City of Little Rock, state and federal zoning, sign, subdivision, and landscaping codes and ordinances.
- Ability to read, interpret, and comprehend applicable laws, codes and ordinances.
- Ability to read and interpret engineering plans, site plans, plats, land surveys and related documents.
- Ability to identify relevant code violations while performing inspections.
- Ability to locate addresses and sites of violations from maps and legal descriptions.
- Ability to maintain hard copy files and records.
- Ability to prepare regular and special reports.
- Ability to perform mathematical calculations.
- Ability to communicate effectively, both orally and in writing.

Non-Uniformed NON-Union Eligible Full-Time Employees
Health Insurance (medical, dental, vision) - The City pays the eintire cost of employee only health insurance for the base plan. Higher levels of health coverage and dependent coverage is available at the employee's option; the City pays part of the cost of this additional coverage.
Life Insurance - The City pays the total cost of employee life insurance. Amount of coverage is one to three times salary, based on job classification.
Accidental Death and Dismemberment (AD&D) – The City pays the total cost for employee AD&D. Amount of coverage is one times salary.
Long-Term Disability – The City pays the total cost of long-term disability insurance. Amount of coverage is 60% of salary.
Retirement – Our 401a pension plan requires contributions by both the City and the employee.
Paid Time Off
Paid Time Off (PTO) Leave may be used for vacation, personal illness, funeral Leave/attendance, illness of a family member or other personal business.
Generous leave accruals with carry over capability.
Short-Term Disability Leave
Short-Term Disability (STD) can be used for extended personal illness requiring the employee to be absent more than three (3) days (with acceptable medical documentation).
All full-time non-uniformed non-union eligible employees earn STD at the rate of six (6) days per year.
After five (5) years of service, an employee will receive 2% of the STD account (maximum 1,000 hours) per years of service, upon termination of employment.
Longevity
Longevity pay will be paid at the rate of $4 per month for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and for each year thereafter.
