Job Summary:
Position is responsible for all supervisory and administrative work in directing and coordinating the operation and maintenance of the Clovis Regional airport.
Typical Duties:
- Directs, coordinates and supervises the operation, maintenance and security of the Regional Airport grounds and improvements in accordance with the policies and directives of the City, State, Federal Aviation Administration and TSA.
- Determines and recommends improvements, rehabilitation projects and necessary expansion to existing facilities.
- Collects and analyzes data to prepare and present various special and recurring reports.
- Prepares annual operating and capital improvement budget for presentation to the City Manager and ensures that airport operations are accomplished within budgetary limitations.
- Assists in the negotiations and oversees the enforcement of leases and agreements such as property for farm purposes aircraft hangars, Transportation Security Administration (TSA) and the lease of property to the airport related businesses.
- Directs and participates in the rehabilitation and upgrading of airport property in preparation for new tenants and existing tenants.
- Trains and supervises Airport Maintenance personnel in the maintenance and operations of the airport structures, equipment, and systems.
- Recommends the establishment of fees and related charges associated with airport operations.
- Monitors the service of air carrier to the community to insure proper, safe, and reliable air transportation.
- Performs necessary research for the preparation of grant proposals and funding request; writes proposal applications; and administers projects approved.
- Monitors and oversees Disadvantage Business Enterprise (DBE) participation in Federally funded projects.
- Prepares request for engineering proposals and contracted projects; administers the implementation of improvement projects related to the airport.
- Prepares letters, memos, reports, and studies as required for the proper administration of airport operations.
- Serves as staff liaison and support for the Clovis Civil Aviation Advisory Board.
- Provides presentations to various groups to inform the public of airport goals and operations.
- Manages and provides leadership and guidance to staff through proper delegation and work supervision.
- Monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives.
- Ensures adherence to established policies and procedures to remain in compliance with local, state, and federal rules, regulations and policies. Recommends and implements corrective actions when necessary. Conducts performance evaluations.
- Is familiar with emergency procedures required for aircraft accidents/incidents.
- Cooperates with Customs and Drug Enforcement officials assisting in the monitoring of aircraft movements.
- Implements and provides security measures for the airport.
- Works closely with FAA Flight Service and Cannon RAPCON with regard to air traffic in and out and airport conditions.
- Ensures the enforcement of City Code, rules and regulations regarding operations on the airport.
- Ensures compliance with the Safety and Personnel Manuals.
Minimum Qualifications:
Bachelor's degree in Airport Management or a related field, plus four (4) years of experience in managing both the operations functions and the administrative functions of an Airport; Or an equivalent combination of education and experience that would likely produce the required knowledge, skills, and abilities.
Licenses and Certificates:
New Mexico Class “D” driver’s license or higher.
Line Service Fuel Technician Certificate (or able to obtain within 6 months).
Petroleum Storage Tank Operator Certificate (or able to obtain within 6 months)
Wildlife Hazard Management Plain Training (or able to obtain within 6 months)
Certified Manager-CM and/or AAE certifications (preferred)
Knowledge Skills and Abilities
Knowledge of:
All FAA and TSA regulations pertaining to the operation of a commercial service airport, grant writing, and airport development.
Skills in:
Safe operation of small equipment; hand and power tools.
Ability to:
Direct and supervise employees and take charge in critical situations. Communicate well with others. Understand and follow basic safety precautions, rules and regulations, establish and maintain effective and cooperative working relationship with others.
Physical Requirements:
Moderately heavy work involving frequent standing, walking, balancing, bending, stooping, crouching, kneeling and squatting. Occasional pushing, pulling and lifting items weighing up to 100 pounds.
Working Conditions:
Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Clovis policies. Essential duties are predominantly performed indoors and outdoors with exposure to all types of weather conditions. Employee is exposed to airborne particles, potentially toxic and/or caustic chemicals, and extreme temperatures, travel from site to site, work around traffic and heavy construction equipment. Use of safety shoes, glasses and other equipment is required.
