DEFINITION
Under supervision on an assigned shift to participate in life safety activities in protecting life and property; respond to emergencies and administer basic and advanced life support to sick or injured persons within the scope of Paramedic licensure and accreditation; operate and maintain ambulances and medical equipment; station maintenance and training activities in support of overall Department objectives and performs related responsibilities as required

EXAMPLES OF DUTIES
Incumbents perform the full range of Paramedic duties under general supervision. Duties are performed under emergency conditions include:
- Perform daily maintenance projects under the supervision and direction of the on-duty Company Officer.
- Respond to medical-aid alarms, ambulance and public service calls for service.
- Perform rescue operations and assist in emergency care of sick and injured persons, provide appropriate basic and/or advanced life support treatment as per local, state and federal protocols.
- Participate in a variety of job-related drills and training activities.
- Maintain and submit records and patient care reports and others as required.
- Responsible for the proper use of all facilities and equipment used or issued by Department.
- Assure compliance of all policies, procedures, processes and protocols of the Sanger Fire Department Employee Handbook, Standard Operating Procedures, Sanger Municipal Code, City rules and regulations and Central California EMS Agency Policies and Procedures.
- Inspect, clean and service firefighting and medical equipment and vehicles, conduct fire hydrant maintenance and flow tests under the supervision of a suppression member or on-duty Company Officer; maintain clean and orderly conditions in and around fire station.
- Assist in the inspection of public and commercial buildings for fire prevention purposes; identify code and ordinance violations and potential firefighting problems; report violations to the occupancy owner under the supervision of a suppression member or on-duty Company Officer.
- Participate in other Department programs and projects such as community education.
- When available and necessary, may be required to respond to emergency calls during off-duty hours.
- Other related duties as required.

EDUCATION
Equivalent to a G.E.D. or a high school diploma.
Minimum Qualifications
- Possession and maintenance of a valid California Class "C" license with Ambulance Driver Certificate issued by the California Department of Motor Vehicles.
- Possession and maintenance of a responsible driving record.
- Possession and maintenance of a Central California EMS Agency EMT-P Accreditation.
- Possession and maintenance of a valid BLS Healthcare Provider card.
- Possession and maintenance of a valid ACLS and PALS Certification.
- Current Medical Examiner's Card.

Mobility to kneel and bend; strength to lift patients with assistance; and work under stressful and emergency situations. Refer to the Memorandum of Understanding(MOU) between the City of Sanger and the Sanger Firefighters Association (SFA MOU) that sets forth the full and only agreement on wages, hours and terms and conditions of employment that are subject to negotiation between the ASSOCIATION and the CITY effective July 1, 2024 through June 30, 2025.
- Wages, Compensation Plans: The City has a 5 step salary range and an employee shall receive 5% step increases after their six (6) months, and annually on their anniversary dates until they reach the maximum amount authorized for the position.
- Bilingual Incentive: Employees who pass a test showing they are proficient in speaking Spanish or Hmong shall receive additional compensation at the rate of 5% of regular base pay.
- Retirement: Fire employees who meet the definition of a "classic member" per PEPRA shall be enrolled in the 3% at 55 CalPERS benefit formula. "Classic members" shall contribute 9% toward the employee portion of CalPERS retirement contribution. Employees hired as Non-Safety EMT or Non-Safety Paramedic who are CalPERS "classic members" shall be enrolled in the 2.5% at 55 Miscellaneous CalPERS benefit formula. "Classic members" shall contribute the entire 8% member contribution toward the CalPERS retirement benefit.
Employees hired after January 1, 2013, who meet the definition of a "new member" per PEPRA, shall be enrolled in the 2.7% at 57 CALPERS benefit formula. In accordance with PEPRA and CalPERS, the employee member contribution shall be 50% of the normal cost rate as defined by CalPERS. Employees hired as Non-Safety EMT or Non-Safety Paramedic who meet the definition of "new member" under PEPRA, shall be enrolled in the 2% at 62 Miscellaneous CalPERS benefit formula. In accordance with PEPRA and CalPERS, the employee member contribution shall be 50% of the total normal cost rate as defined by CalPERS.
- Longevity Pay: Fire employees who have been employed on a full-time basis with the City for a continuous period of 10 or more years and whose most recently completed performance evaluation was satisfactory or better and receives a rating of "Meets Expectations" or better, shall receive 2.5% of their regular base pay which shall be effective on the pay period following the employee's qualifying anniversary date.
Fire employees who have been employed on a full-time basis with the City for a continuous period of 15 or more years and whose most recently completed performance evaluation was satisfactory or better and receives a rating of "Meets Expectations" or better, shall receive an additional 2.5% of their regular base pay which shall be effective on the pay period following the employee's qualifying anniversary date. The maximum additional compensation for longevity pay is 5%.
- Health Care: City shall provide a Health Care Plan for Employees and their dependents. The Health Care Plan shall include medical and prescriptions, vision plan, dental plan, and a Life Insurance Policy of $50,000 for each employee.
City shall pay the entire premium for the life insurance plan, vision plan and dental plan costs. The employee contribution of the medical care premium for dependents shall be $45.00 per month. City shall pay the balance of the premium for the medical and prescription plan up to the City's cost of the PPO plan. For employees who choose another option at a greater cost than the PPO, the employee shall pay the difference between the plans to the City by automatic deduction from the employee's paycheck.
For Non-Safety Employees, the City shall pay the rate of the lowest cost plan (Employee, Employee+ 1, or Family, whichever is applicable to the employee) towards the premium for the medical and prescription plan. For employees who choose another option at a greater cost than the lowest cost plan, the employee shall pay the difference between the plans.
- Paramedic Incentive: Effective July 1, 2021, Fire Captains (including Community Risk Reduction Officer), Fire Lieutenants, and Fire Engineers maintaining a Paramedic license shall receive 11 % Paramedic Pay and shall be reported to CalPERS as salary for final compensation. Firefighter I's and Firefighter II's maintaining a Paramedic license shall receive 11 % Paramedic Pay and shall be reported to CalPERS as salary for final compensation. This Article does not apply to Non-Safety Employees.
- Vacation: Vacation Leave Accrual and Mandatory Use Rates. Employees on 24 hour shifts shall use and accrue vacation leave at 1.4 times the accrual rate of general employees as indicated in the following table, based on 26 pay periods per year. All vacation time for the upcoming calendar year will be credited on January 1 of each year. All newly hired employee's leave accrual will be prorated based upon hire date. If an employee has used vacation leave for an amount that would have accrued after they have separated from City service, that amount of vacation leave shall be deducted from their final pay upon separation. Vacation leave not used in the calendar accrued shall be cashed out on the first pay period in January the following year. General Employees and Non-Safety Employees shall accrue vacation leave credit at the rates set forth below for each pay period, up to a maximum of 240 hours per year. General Employees must use a minimum of 80 hours per year of vacation leave. (see MOU for vacation accrual chart)
- Sick Leave: Sick time accrual will be 200 hours annually with no maximum. Sick time account will be credited the entire year's calendar accrual on January 1. Sick time accrual for new hires shall be prorated based upon hire date. If an employee has used sick leave for an amount that would have accrued after they have separated from City service, that amount of sick leave shall be deducted from their final pay upon separation. General Employees and Non-Safety Employees shall accrue sick leave at 3.6924 hours per pay period. At employee's discretion, the City will report sick time hours to CalPERS to be used as "Credit for unused Sick Leave" at employee's retirement.
- Educational Pay: Employees may receive additional compensation for special educational or training certifications which are relevant to the Employee's job classification, but which are not required for the job classification. Such compensation shall be awarded in increments of five (5%) percent of the Employee's regular base rate of pay for each special certification accepted by the City, not to exceed a total of 15% base pay, including previously authorized special education pay.
Non-Safety Employees may receive 5% of the Employee's base rate of pay as additional compensation for possession of an AA/ AS or BA/BS Degree. The maximum amount of Educational Pay for Non-Safety Employees is 5%.
