BRIEF DESCRIPTION
This is a responsible supervisory position, which requires thorough knowledge of federal and state regulations with regard to Section 8 housing and state and federal funds. Serves as the administrator of the Section 8 Housing Choice Voucher Program by providing assisted rent services and case management to low-income, disabled, and elderly individuals and families in the City of Cleburne jurisdiction.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of HUD regulations and other Federal, State, and local laws
- Knowledge of tenant rights as they relate to rental and subsidized programs
- Knowledge of HUD HQS (Housing Quality Standards) inspection procedures
- Knowledge of Federal, State, and local building ordinances, codes, and regulations
- Knowledge of general office practices and procedures, business English and basic mathematics
- Knowledge of rental market in the community; including conditions and amenities for determining fair market value of a unit
- Strong written and verbal communication skills
- Ability to work with participants and the general public with a “customer service” attitude; including ability to deal effectively with their questions and/or problems
- Ability to deal tactfully and fairly with clients
- Ability to interpret statutes, rules, ordinances, codes, and regulations
- Ability to work fairly with all people of varied backgrounds: i.e. socio-economic status, age, race, mental capacity, etc.
- Ability to accurately complete forms, maintain accounting records, perform mathematical calculations and prepare reports
- Ability to receive detailed information through oral and written communications
- Ability to plan, organize and monitor subordinate employees’ work assignments to accomplish housing objectives
EDUCATION AND EXPERIENCE
Bachelor’s degree in Public Administration, Business Administration, or a related field plus two (2) years of experience in municipal government with at least one of which involved federal programs; OR
High school graduation or its equivalent plus at least four (4) years of experience in municipal government, at least one of which involved federal programs; OR
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
CERTIFICATES AND LICENSES REQUIRED
A Valid Class C Texas driver license and the ability to maintain a satisfactory driving record
ENVIRONMENTAL FACTORS AND SAFETY HAZARDS
Primarily in an indoor environment with the ability to operate outdoors when needed. Maybe exposed to extreme heat and cold during summer and winter months.
Other exposures may include fume/odor, dust/mites, roaches/fleas, pet hair, and chemical hazards.
TOOLS AND EQUIPMENT USED
Standard office equipment including multi-line telephone, computer, fax machine, copier, scanner, shredder, printer, etc.
