Under supervision of the Police Operations Sergeant, and with enforcement authority, responds to and investigates complaints regarding violations of City ordinances and regulations. Determines the extent of violation, provides viable solutions and course of action; issues warnings, correction notices or citations, and sets deadlines for compliance and follow up. The incumbent of this position, while working with other City departments, will continue to develop the city code compliance and enforcement program.
This position is regular/part-time, working up to 20 hours per week with the potential for being full time if the candidate is an eligible commissioned Officer. Schedules are flexible with the potential for some weekend and evening work.
- Conduct field investigations regarding possible violations of codes and ordinances including zoning, nuisance, abandoned and junk vehicles, parking violations, property maintenance, housing, transportation, animal and business license/permits, health and sanitation.
- Complete written reports acceptable to facilitate prosecution
- Work closely with City Attorney’s Office in gaining compliance and facilitating prosecution.
- Coordinate code compliance information and actions with the police department and other City departments, and other jurisdictions or regulatory agencies.
- Meet with owners, tenants, contractors, developers, and businesses to review and explain code requirements and violations or potential violations and secure code compliance.
- Maintain accurate, organized and up to date records, files, and evidence necessary to support code enforcement activities.
- Assist with public inquiries in person, and/or verbal or written communication regarding applicable ordinances, codes, laws, rules, and regulations.
- May service as the City’s first responder in handling animal violations
- Testify in court or at civil and administrative hearings as necessary.
- May supervise volunteers, community service workers and others in cleaning up nuisance locations.
- Maintain training and proficiency with law enforcement belt weapons.
Qualifications:
This job is mostly physical, incumbent must be able to walk, hike, drive and sometimes climb ladders. Other physical activities may be required.
Education:
An associate degree or equivalent credit hours is preferred.
Experience:
- Ability to demonstrate strong customer service and effective communication skills.
- Ability to demonstrate sound judgement and good decision-making skills.
- Must be able to read and understand the city municipal code.
- Ability to operate a personal computer using a variety of software and other equipment necessary to perform essential functions of the job.
- Must be able to pass a background check, polygraph exam, psychological evaluation, and drug test prior to hire.
- Must be able to successfully complete a 250-hour police reserve academy and maintain a limited Port Angeles Police Department commission (Limited Commissioned Only)
- Must maintain a Washington State Driver’s License and be able to operate police vehicles
Commissioned Full Time Officers should have the following additional experience:
- Three years’ experience in enforcement and/or code compliance and direct interaction with the public is desirable. A combination of education and experience may be considered.
- Must be able to successfully complete the 720-hour CJTC Basic Law Enforcement Academy or 80-hour Equivalency Academy and maintain Washington State General Authority Peace Officer Commission under RCW 10.93.070
