Purpose
Under limited supervision, to enforce City municipal codes governing licensing, impounds and disposal of animals, to collect and transport animals to the animal shelter; and to perform related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Animal Services Director. Exercises direct supervision over assigned animal services staff.
CLASS CHARACTERISTICS
This is a single-position classification that will train and direct Animal Control Officers.

Essential Functions (Illustrative Only)
- Patrols city roads in a vehicle to locate, capture, and impound small animals.
- Responds to calls and complaints from the public regarding stray, vicious, diseased or dead animals.
- Makes preliminary investigations of animal bites and quarantines the animals if necessary.
- Explains ordinances relating to animals to the public.
- Provides lead supervision and other training to subordinance employees.
- Issues dog licenses.
- Issues notices and citations when necessary to municipal code violations.
- Keeps records of impounding and licensing of animals.
- Ensure animal shelter, equipment and vehicles are maintained and clean.
- Recommend and implement policy and procedural improvements.
- May administer vaccines to dogs, cats and other domestic species.
- Assist with humane euthanasia to animals as necessary.
- May conduct special programs to further the mission of the Selma Animal Services, such as targeted public spay/neuter campaigns, adoption events and vaccination clinics.
Qualifications / Requirements
Knowledge of:
- The various breeds of dogs.
- Laws and regulations governing the licensing, quarantine, impounding and care of small animals.
- Familiarity with the symptoms of disease affecting small animals.
- Safe work practices related to the handling and care of animals and facilities maintenance.
- Principals and techniques of leadership.
Ability To
- Safety operate a city vehicle and animal control equipment utilized by the shelter.
- Exhibit humane, sympathetic treatment of animals.
- Deal courteously and effectively with the general public and other contacted in the course of work.
- Understand and follow Selma Animal Services and City of Selma rules and procedures.
- Understand written and oral instructions and take effective actions.
- Lead and direct the work of others.
- Utilize the shelter’s computer database to enter, update and access records.
- Coordinate special programs to further the mission of the Selma Animal Services, such as targeted public spay/neuter campaigns, adoption events and vaccination clinics

Education and Experience:
Qualifications
Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to the completion of the twelfth grade and three (3) years of experience as an Animal Control Officer or equivalent.
Licenses And Certifications
- Possession of, or ability to obtain, a valid Class C California Driver’s License
Additional Information
May be required to work any shift including weekends, evenings and holidays.
May be subject to call outs after hours and weekends.
Physical Demands
Ability to sit, stand, walk, run, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 75 pounds.; ability to travel to different sites and locations.
Environmental Elements
Employees work primarily in the field and are occasionally exposed to extreme noise, noxious odors, cold and hot temperatures and inclement weather conditions. Employees may interact with upset staff and/or members of the public in interpreting and enforcing departmental policies and procedures.
- Members of the California Public Employees' Retirement System (PERS). In accordance with the California Public Employees Pension Reform Act of 2013 (PEPRA), the City of Selma will offer the following retirement benefit (2.0% at 62) to new PERS members beginning January 1, 2013 with three (3) years final compensation. Existing PERS members with no break in service will receive the 2.7% at 55 formula with three (3) years final compensation.
