About the Department: The City of Rocky Mount's Fire Department is ready to respond to emergency calls 24 hours per day, 365 days per year. At any hour of the day, Rocky Mount firefighters can be seen outside any of the City's 7 fire stations cleaning and maintaining the City's investment in emergency apparatus, conducting training exercises, assisting citizens and/or visitors, performing pre-plans, conducting public fire education events, or a number of other activities that enhance the public safety.
The Rocky Mount Fire Department provides fire suppression, rescue and emergency medical services, hazardous materials mitigation, technical rescue, code enforcement, fire investigation, and public education to the city of Rocky Mount. Job Summary
This position is responsible for directing the Department’s Budgeting and Logistics.

Job Requirements
- Ensures execution of division mission through operational analysis, strategic planning, and implementation of operational policies and guidelines. Serves as a member of the department’s senior management team.
- Works with the department management team to provide strategic master planning; ensures the provision of necessary equipment and staffing; identifies training and development needs; plans for the continuous improvement of existing programs and services and the development of new programs and services; establishes monitoring and evaluating methods for program efficiency.
- Works as a member of the department’s senior staff to develop annual program budgets; solicits budget recommendations from the fire stations, department divisions, teams, and programs, and completes final review of all division budgets; participates in department budget reviews with City administration.
- Works with the senior management team to manage the department's North Carolina Response Rating efforts in support of maintaining and/or improving its public protection classification.
- Prepares and administers the division budget.
- Prepares division activity reports.
- Assures employee compliance with safety and health initiatives. Review all vehicle accident reports and employee injury accident reports.
- Collaborates with other emergency service, governmental, and community service agencies; represents the department at special events; attends meetings and conferences.
- Provides management oversight for the department’s vehicle fleet and facilities. Manages renovation and repair projects; coordinates the outsourcing of facility repairs; initiates and approves the purchase of facility furnishings and equipment; evaluates facility needs; meets with facility repair contractors.
- Manages department expenditures; monitors account balances; reviews expenditure requests; supervises the purchase and inventory of materials and supplies; processes purchase orders; checks in materials ordered and inspects completed work; verifies invoices; initiates account fund transfers, payment requests, or partial payment on accounts; approves, tracks, and reimburses for cash item expenditures; checks specifications and locates vendors; solicits bids/quotes from vendors and contractors; prepares and submits requisitions.
- Performs other related duties as assigned.
Minimum Qualifications
- One (1) year of experience in the Rocky Mount Fire Department in one of the positions below provided all eligibility requirements are met:
- Battalion Chief / Operations
- Battalion Chief / Safety & Training
- Fire Marshal
- Candidates must possess a baccalaureate four-year degree from an accredited college. The degree should be in a field applicable to the fire service, such as Organizational Development, Public Administration, Emergency Management, or a similar field. The Fire Chief has the discretion to allow degrees in other fields with guidance provided by the Human Resources Department.
- Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
- Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
- Ability to meet current requirements set forth by the NC Office of Emergency Medical Services, NC Building Code Council, and the North Carolina Fire and Rescue Commission.
- Candidate must be a Certified Firefighter through the North Carolina Fire and Rescue Commission.
- Candidate must be certified as Hazardous Materials Responder Level 1.
- Candidates must be trained in at least the National Incident Management System IS700, IS800, IS100, IS200, ICS300 and ICS400 levels.
- Candidates must be certified as a North Carolina Fire & Rescue Commission Instructor.
- Graduation from the National Fire Academy Executive Fire Officer Program or Fire Officer 4 Certification is preferred.
- Candidate must possess a minimum certification as a North Carolina Fire & Rescue Commission Standard Level 1 Fire Inspector.

Supervisory And Management Responsibilities
- This position has direct supervision over the Captain of Administration and the Captain of Logistics.
PHYSICAL DEMANDS
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, or stooping. The employee occasionally lifts light objects.
WORK ENVIRONMENT
- The work is typically performed in an office and occasionally at the scene of emergency incidents. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, occasional cold or inclement weather, and dangerous conditions associated with fire and other emergency scenes.
