- This position requires a professional lead or advanced level of analytical and administrative work in the Office of the County Auditor in the Legislative Branch of Anne Arundel County to include duties in functional areas of budget analysis and legislative research. This analytical and administrative work involves a variety of research duties to include coordinating, reviewing, and analyzing legislative information; evaluating operating and capital budgets of County agencies; and preparing fiscal estimates of proposed legislation.
NATURE AND VARIETY OF WORK
An employee in this classification is responsible for the assembly of data from several sources, determination of the interrelationships, and evaluation of legislative impact. Work involves evaluating operating and capital budgets of County agencies, including use of revenue, spending, and performance data to assess efficiency and effectiveness of County programs; analyzing the fiscal, economic, and legal effects of legislation and regulations; assisting with reviewing bills and amendments; researching and analyzing legislation and statutory law; and analyzing proposed regulations. Guidelines are in the form of established policies and precedents and best practices for conducting legislative analysis and budget review. Completed work is evaluated for technical soundness, appropriateness of methods and procedures used, and conformity to established legislative policies and requirements. This position requires a high degree of accuracy and attention to detail for drafting technical documents and extensive problem solving and critical thinking skills. An employee in this classification communicates with Councilmembers, Office of the County Council staff, the Administration, and other applicable groups in formal and informal settings. This position also requires good judgment and discretion which are essential to the security of confidential information and data.

Attends Council meetings and work sessions.
Manages and performs analytical and administrative assignments for legislative analysis and budget review.
Evaluates operating and capital budgets of County agencies.
Evaluates use of revenue, spending, and performance data for efficiency and effectiveness of County programs.
Conducts policy research and reviews legislative drafts for accuracy of information and conformity.
Conducts or supervises review of department budgets, systems, polices, procedures, and operations. Prepares or reviews analysis and reports on these reviews.
Analyzes the fiscal, economic, and legal effects of legislation and regulations.
Collects data and identifies information sources and issues.
Assists with special projects and drafting budget amendments.
Researches and analyzes legislation and statutory law.
Analyzes proposed regulations and responds to other requests.
Maintains effective working relationships with officials and staff of Legislative and Executive branches.
Performs related duties as required.
KNOWLEDGE, ABILITIES, AND SKILLS
Thorough knowledge of laws, regulations, policies, procedures, and practices of government administration.
Thorough knowledge of research and data gathering techniques, methods and procedures for legislative budget and operating practices.
Thorough knowledge of general principles, methods, and practices of budgeting and public finance and accounting for collecting, analyzing, and evaluating data.
Knowledge of, and skill in, applying the use of data analytical tools.
Thorough ability to conduct legislative research, analyze and interpret legislative laws, regulations, policies, and procedures.
Ability to plan, organize, and review the work of others.
Ability to listen and communicate effectively, orally and in writing.
Graduation from an accredited four-year college or university with major course work in political science, public or business administration, public policy or a related subject; four (4) or more years of experience in professional level programming for a subject area relevant to local government administration; two (2) or more years of experience working with a legislative body or committee; or a combination of education and experience.
