This position is Exempt Managerial and is EXEMPT from certain provisions of the State Human Resources Act (GS 126) .

The Deputy Police Chief plans, directs, and coordinates activities of the Officers and Guards of the State Capitol Police under supervision of the Chief of Police. The Deputy Chief determines work schedules based on anticipated problems, planned activities, or emergency situations and reassigns police officers as situations arise which will require using additional force. This individual responds to requests for assistance, assists police officers investigating criminal incidents, relays orders and messages from superior to officers, and ensures compliance by members of the force with management directives.
Additionally, the Deputy Police Chief's job duties include:
- Responding to requests for assistance from subordinates in handling problems beyond their authority
- Overseeing on-the-job training for police officers
- Supervising activities of employees following both Department and Office of State Human Resources (OSHR) policies and procedures
- Interprets State Capitol Police Section, Department, and OSHR policies, procedures, and General Statues for employees and disciplining employees for violations
- Enforcing safety regulations as applicable
- Analyzing and resolving work problems and assisting others to resolve work problems
- Approving or disapproving requests for leave and maintaining time and attendance records for employees
- Reviewing accuracy and completeness of reports submitted by subordinate personnel, such as offense and arrest and accident reports
- Inspecting uniforms and equipment to ensure that police officers are attired as specified and that equipment is in working condition and available to use as needed
- Maintaining report files and Performance Management System records for subordinate personnel
- Conducting performance reviews with employees utilizing predetermined and agreed upon standards for job duties
- Developing improvement plans to assist employees in advancing in their career field
- Enforcing state laws and regulations within jurisdictional boundaries and responding to calls for assistance in the State Government complex
- Investigating criminal offenses involving state property or state employees
- Interviewing persons to obtain information pertaining to crime scene prior to arrival of authorized criminal investigators
- Writing reports of activities during shift for management use for reporting purposes and workforce planning
- Writing up operational and investigative reports pertaining to criminal acts reported in or around State buildings and property, including interviews with victims and witnesses
- Making arrests in connection with crimes or violations of laws
- Completing all documents associated with day-to-day operations (mileage logs, activity reports, etc.)
- Responding to calls for service including fire alarms, intrusion alarms, bomb threats, or need for emergency medical service from State Capitol Police Communications Center and reports to incident scenes
- Investigating suspicious persons or activities reported by State employees
- Ordering State employees to clear buildings when advised of fire or bomb threats to safeguard life of employees
This position requires the ability to:
- Use and maintain standard law enforcement equipment according to Departmental Policy
- Interpret laws, ordinances, rules, and policies for staff
- Monitor threat assessment, administrative, and major criminal investigations for compliance with both legal procedures and organization policies
- Develop plans to accomplish work operations and short-range goals and objectives
- Arrange and assign work to use resources effectively
- Coordinate administrative and technical services
- Evaluate and allocate resources
- Plan procurement and oversee budget and contracts to ensure fiscal stability
- Oversee the recruitment, selection and development, coaching, counseling, disciplining, and evaluation of employees
- Retain a diverse workforce
- Communicate with staff through interpersonal interactions and written documentation
- Develop and maintain effective relationships with local and State law enforcement agencies and the media
- Maintain a positive image of public safety operations
- Manage situations that impact and affect public relations
- Prepare and make presentations to various internal and external audiences on behalf of the organization
- Identify strategic issues facing the area of public safety
- Establish and commit to a course of action in order to accomplish long-range strategic goals in alignment with the vision of the organization
- Plan and/or support the training and development of employees
- Create standard operating procedures that comply with state and federal rules and regulations and organizational policies
Job duties for this position require driving a state vehicle. A valid driver’s license must be obtained by date of hire .

About State Capitol Police:
The mission of State Capitol Police is to provide police protection and security for state employees and visitors as well as state owned and leased property; to conduct crime prevention and employee safety programs; to provide investigatory services for criminal activities occurring on state government property to provide executive protection for federal, state, and local government officials and other visiting dignitaries to state property; to monitor fire and intrusion alarms; and to notify appropriate resources for incidences such as fire, broken water lines, power failure and malfunctioning mechanical equipment during both business and non-business hours.

To qualify for this position, applicants must demonstrate ALL of the following KSAs :
- Knowledge of criminal and traffic laws
- Knowledge of the rights of suspects, search and seizure, maintaining the chain of evidence, and arrest authority
- Experience with investigations and case preparation
Management Preferences (Optional) : These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.
- Demonstrated law enforcement experience at a senior command level (at the Captain level or above)
- Managerial experience in training coordination
- Experience overseeing, scheduling, and coordinating large events such as protests and demonstrations
Minimum Education And Experience Requirements

Bachelor's degree from an appropriately accredited institutions
and four years of experience in law enforcement,
two of which must have been supervisory in nature,
or an equivalent combination of education and experience.
