The City of Everett is accepting applications on an open/continuous basis for the Civil Service examination process for Water Treatment Plant Operator II at the City’s Water Treatment Plant in Sultan, WA. Salaries posted are 2024 rates and will be adjusted when negotiations are finalized.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Possess a valid Washington State Level II Water Treatment Plant Operator certification from the Washington State Department of Health OR
Possess a valid Water Treatment Plant Operator Certificate recognized as an equivalent to the Washington State Level II Water Treatment Plant Operator Certificate by the Association of Boards of Certification AND obtain a Washington State Level II Water Treatment Plant Operator Certificate within six (6) months of hire.
Employees hired after 1/26/2023 must obtain a Washington State Level III Water Treatment Plant Operator Certificate within one (1) year of eligibility.
Obtain within six (6) months of hire and maintain a forklift operator certification in accordance with Washington Division of Occupational Safety & Health (DOSH) rules.
Possession of a valid driver license at the date of hire, and the ability to obtain and maintain a valid Washington State Driver License within 30 days of the date of hire.
If a candidate holds an Operator certification from a state other than Washington State, to qualify for RECIPROCITY, the candidate must:
- Meet Washington education and experience requirements.
- Have received a Washington state approved passing score on an Association of Boards of Certification (ABC) standardized exam within the current exam cycle or previous exam cycle.
- Hold a valid certification in good standing.
- Pay the application fee.

ABOUT THE POSITION
The Water Treatment Plant Operator II performs standard operating and maintenance procedures at the City of Everett’s Water Filtration Plant and related facilities.
The work in the class involves the performance of a variety of tasks of routine difficulty and of emergency repair work relating to the continuous operation and maintenance of the water filtration plant and related facilities. The work is performed during an assigned shift under the general supervision of the senior operator, and job performance is evaluated on the basis of compliance with established operating and maintenance procedures, adherence to safety standards, and other established performance criteria.
This is the second level in the Water Treatment Plant Operator series. Employees in this class may act as lead shift operator with responsible charge under the general supervision of the senior water treatment plant operator and be responsible for all lead shift operator duties and responsibilities.

EXAMINATION STEPS
There will be a pre-screening of all applications.
Responses to the supplemental questionnaire will be individually reviewed and evaluated (weighted 30%), separate from the application. Please answer the supplemental questions in DETAIL even if you have answered the question earlier in the application.
Top-scoring applicants will be called to an oral panel interview (weighted 70%), APPLICATIONS WILL BE REVIEWED ON A WEEKLY BASIS AND INTERVIEWS SCHEDULED AS NEEDED.
All vacancies in this job class will be filled from the ranked Civil Service register established from the examination process and names on the list are active for 12 months after certification.
IMPORTANT NOTES
A passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register.
The examination process is designed to sample and measure the requisite knowledge, skills, and abilities.
Applicants claiming veterans’ preference points in accordance with RCW 41.04.010 as amended and meeting eligibility criteria must submit form DD214, or its equivalent or successor discharge paperwork, that characterizes his or her service as qualifying discharge as defined in RCW 73.04.005.
