Plans, organizes, coordinates and directs the business functions of a commercial service airport, including; revenue producing functions, accounting, budgeting, property management, and grants administration in compliance with Federal Aviation Administration standards.
Essential Functions:
- Supervise and coordinate financial accounting and reporting for airport revenue producing activities such as airline lease agreements, public parking concession, and airport property leases in compliance with Federal Aviation Administration standards;
- Manage administration of federal grant programs and compliance with grant assurances;
- Manage the airport's Disadvantaged Business Enterprise and ACDBE Programs;
- Manage the airport’s Title VI program;
- Assists Aviation Manager with preparation, monitoring, and administration of the airport budget and capital improvement program;
- Manage leasing of airport property or facilities, negotiates contracts on behalf of the Department of Aviation;
- Oversee contract compliance program;
- Supervise billing and collection of payments due under all revenue agreements;
- Prepare and review various activity, financial, and budget reports;
- Participate as a key member of the Strategic Planning Team;
- Evaluate performance of assigned personnel against required or desired standards;
- Serve as Aviation Manager in his or her absence;
- Perform related duties as directed.
Qualifications:
Completion of a bachelor degree in Aviation Management, Business Administration, Accounting, Finance or a related field. With an additional five to seven years of increasingly responsible administrative experience preferably at a commercial service airport, or comparable private sector business administration experience; or any combination of relevant education and experience which provides the following:

Knowledge of:
- Accounting principles and practices;
- Business practices used in the operation of a commercial service airport;
- Federal funding requirements and procedures;
- Supervise and direct the work of subordinates.
Ability to:
- Maintain and present a variety of financial and operational reports;
- Assist and participate in a program for promoting airport facilities and general commercial property facilities;
- Communicate effectively with others.
Physical Requirements:
- Frequently lift and carry up to 10 pounds, and occasionally lift and carry up to 25 pounds;
- Occasionally stand and walk during the shift;
- Push and pull objects;
- Occasionally rotate upper trunk to the left or right while sitting or standing;
- Place arms above, at, or below shoulder height.
