Performs a variety of routine and complex technical work in the interpretation and enforcement of the City’s Zoning Ordinance, Property Maintenance Code, Building Codes and related regulations and codes. Incumbents in this position receive, examine, and investigate complaints relating to zoning and property maintenance ordinances and explain how to bring complaint into compliance. Processes and issues building permits utilizing permit software and performs building inspections.

SUPERVISION EXERCISED:None.Responds to complaints of potential code violations relating to property maintenance, signage, building occupancy, nuisances, construction, land use, zoning, noise, dumping, clearing, grading, filling, polluting, or other zoning or building code related matters.
Conducts field investigations of potential violations; gathers evidence; questions complainants, witnesses, and suspects; compares facts to code requirements; make findings; and issues warnings, correction notices, or citations. Meets with owners, tenants, contractors, developers, businesses, etc. to review and explain code requirements and violations or potential violations; secures code compliance; prepares and submits citations; appears in Magistrate Court to testify in court cases.
Performs on-site building inspections of residential and commercial construction and manufactured home installations in conformance with adopted codes.
Enforces adopted building related codes and local codes such as nuisance, clearing, grading, filling, and zoning, etc. Issues correction notices and citations. Maintains records of building and inspection activity and completes related reports.
Receives plans, permit applications and supporting documentation for assigned development activities which may include building construction, renovations and additions, swimming pools, signage, building and certificates of occupancy.
Researches, obtains and/or verifies information needed to process each permit request, which may include building code, plumbing code, zoning ordinances, property designations, fire and road districts, signage code, traffic analyses/zones, soil reports, product specifications, and other applicable materials and references; verifies engineering calculations and other data provided on the permit application and plans.
Performs application and plan reviews; applies relevant code, ordinances, standards and requirements; determines compliance; routes paperwork, plans and permits applications to appropriate staff, departments, agencies and/or contracted consultants for further review, analysis and approval; maintains records of permit status, and informs supervisor of delays or unexpected conflicts.
Updates a variety of maps; prepares graphics and maps for a variety of reports, plans, grant applications and publications of meetings. Prepares written components relating to geographics, maps, plats, site plans, etc... Assists in maintaining data bases of information for planning purposes.
Participates in the accomplishment of organizational, departmental and workgroup goals and objectives. Exhibits a service orientation toward customers and maintains productive working relationships.
Performs other duties of a similar nature or level as assigned.
PERIPHERAL DUTIES:Assists in the development of short- and long-range plans, evaluating land use proposals, gathers, interprets and prepares data for studies, reports and recommendations and prepares a variety of studies, reports and related information for decision making purposes.
Provides technical and professional advice, makes presentations to supervisors, boards, commissions, civic groups and the general public; provides information on land use applications, ordinances, codes, plans and related planning programs, services or regulations to architects, engineers, developers, contractors, owners, community groups and interested persons.
Assists in the development and implementation of growth management, land use, economic development, utility, housing, transportation, facilities, solid waste or other plans and codes to meet the City’s needs and any inter-governmental agreements or requirements.
Serves as a member of various staff committees as assigned.
Attends professional development workshops and conferences to keep abreast of trends and developments in building codes and in the field of municipal planning.
Education and Experience:- A degree in planning, public administration or related field and GIS experience is preferred but not required.
- Knowledge of adopted building codes, manufactured home installation requirements, land use and planning laws, regulations, practices, and procedures; excellent report writing and verbal communication skills; ability to read and interpret maps and site plans; skill in problem solving and public contact; knowledge of research methods; and solid computer skills.
Necessary Knowledge, Skills and Abilities:- Considerable knowledge of zoning laws and comprehensive plans including their formation, process of adoption and enforcement. Considerable knowledge of planning programs and processes. Working knowledge of Personal Computer and Geographic Information Systems.

- Ability to communicate effectively orally and in writing with architects, contractors, developers, owners, supervisors, employees and the general public. Ability to establish effective working relationships.
A valid Arizona driver’s license or the ability to obtain one
