Biddeford operates under a council-manager form of government featuring a 10-member City Council. Seven councilors are elected by ward, while two and the mayor are elected at large. In addition to setting the vision for the organization, handling legislation, and approving the annual budget, the City Council appoints the City Manager and City Clerk.
Working under the broad policy guidance of the Mayor and City Council, the City Manager performs the high-level administrative, technical, and professional duties of the organization’s chief executive officer, managing daily operations and supervising its team of public servants. The position is responsible for short- and long-range planning, reports, and recommendations; providing professional advice to elected and appointed leaders; and communicating official plans, policies, and procedures to staff and the public. It also crafts the annual budget, monitors expenditures throughout the year, and collaborates with boards, commissions, civic groups, and other external stakeholders.
The City of Biddeford is searching for a City Manager who is an exceptional communicator, a servant leader, and a forward-thinking administrator dedicated to operational excellence. The right fit for this role will be deeply engaged in the day-to-day responsibilities of city management, bringing a hands-on approach to leadership while fostering a culture of transparency, respect, and empowerment.
Graduation from an accredited four-year college or university with a degree in public administration, political science, business management, or a closely related field is required. Candidates should also have five (5) years of municipal administrator experience and be bondable. Any combination of experience and education that provides candidates with the proper knowledge and skills to perform the job may be considered.
Biddeford is offering a salary range of $160,000 to $200,000 for this position and a comprehensive benefits package.
