The North Carolina Forest Service (NCFS) is designated as an emergency response Division and is a team of professionals who provide forest protection, resource management and environmental education to the residents and landowners of North Carolina through a variety of programs. The NCFS provides services to all 100 counties in North Carolina.

Initiates and coordinates the direction and priorities of all Fire Control and Emergency Response program activities of NCFS statewide, to coordinate and evaluate the effectiveness and quality of the program, to provide direct assistance to the field units, and to provide supervision to Fire Prevention and Control staff. This position holds the highest level of expertise of the fire control program in the NCFS. Represent NCFS wildfire and emergency response programs statewide and nationally. Supervise to a wide variety of foresters and program specialists in the areas of wildland fire, fire mitigation, and fire training.

Key Job Duties Include

  • Monitoring statewide fire potential and readiness – provide resource information, fire danger potential, fire behavior updates and operating procedures to all field units.
  • Coordinate fire suppression dispatch statewide in support of all three regions.
  • Coordinate NC fire suppression dispatches nationally in support of United States Forest Service wildland fire suppression efforts.
  • Coordinate with cooperators, such as National Weather Service (NWS), United States Forest Service (USFS), United States Fish & Wildlife Service (USF&W), Division of Emergency Management (DEM) to ensure wildland fire/natural disaster information is interpreted and passed to all field units.
  • Represent the Division of Forest Resources at the national level and in the southeast with respect to the program responsibilities mentioned earlier.
  • Develop a training calendar that is 18 months out. This will involve coordination with regional offices to gather proposed training sessions and incorporate into a calendar type document.
  • Ensure that all division personnel have received wildland fire safety training and continued emphasis on wildland fire safety at all training sessions.
  • Oversee the division’s grant assistance program to VFDs to ensure all federal and state guidelines are followed.
  • Coordinate emergency response to natural disasters through the DEM emergency response center. Maintain an active presence during all natural disasters in DEM emergency response center to ensure Division of Forest Resources concerns are being addressed.
  • The Fire Chief is often called to provide input on wildfire matters to the Division’s management team.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Thorough knowledge of the NC Forest Service Policies and Procedures related to wildfires / emergency response
  • Thorough knowledge of the Incident Command System (ICS)
  • Knowledge of the US Forest Service Incident Dispatch System (IROC)
  • Thorough knowledge of the programs and services of the Department of Agriculture and Consumer Services
  • Ability to plan, develop and administer a complex statewide wildfire / emergency response program
  • Ability to assess fiscal, personnel, and other program needs and to recommend and support appropriate actions to higher-level management
  • Ability to handle the more difficult technical problems encountered by subordinates
  • Ability to supervise employees and develop work plans

Management Preferences

  • Complex IMT Command & General Staff (Qualified or Trainee)
  • Experience with or Training in IROC
  • Experience with or Training in WebEOC
  • Experience working with NWCG Taskbooks and the IQS program
  • Experience applying for and managing federal grants

Minimum Education And Experience Requirements

You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both.

Bachelor s degree in forest management or an environmental or natural science curriculum from an appropriately accredited institution and six years of related forestry / emergency response experience to include at least one year of responsible supervisory experience; or an equivalent combination of education and experience.
