Under the direction of the Assistant Director of Public Works, the Planning & Development Services Manager supervises, organizes and directs the activities of the Planning & Development Services Division including Planning, Building Permitting & Inspections, Code Enforcement, and GIS services. The Planning & Development Services Manager is responsible for complex professional planning work that involves directing development and implementation of comprehensive plans for the physical development of the City; plans, organizes, and directs activities associated with implementing current development and design standards such as subdivision regulations, building codes, and enforcement of Municipal Ordinances. Gathers and analyzes research data and prepares written and oral reports for Directors, Council and Boards such as the Planning Commission and Variance Committee.
Provide onboarding and training for board members of various boards including Planning Commission, Variance Committee, Tax Increment Reinvestment Zone (TIRZ), and other boards as needed. Serves as liaison with the Matagorda County Drainage District #1. Facilitate and participate in roundtable discussions with the Bay City Community Development Center staff. Supervises and provides direction and training to staff to achieve departmental goals and objectives.
Maintain and update subdivision ordinances and related codes and procedures to facilitate development review. Coordinate building permitting, building inspections, and code enforcement issues within the city and with external agencies. Conduct and direct plan review of residential and commercial construction projects for compliance with building, plumbing, mechanical, electrical, gas, general design standards, permitting, plan review, formed based codes and sign codes. Serve as Floodplain Manager for the City in accordance with the Federal Emergency Management Agency (FEMA). Represent the City in making presentations to Planning Commission, City Council and other boards/groups as needed as well as civic and community groups. Interpret and prepare amendments to the City’s design standards and subdivision and development ordinances. Ensure the department maintains easy to understand as well as user friendly processes and procedures.
