Job Description
Coordinate, oversee, maintain, support City’s computers, VoIP systems, network (LAN and WAN), video security system, door access control, webpages, social media, and computerized applications (local and online). Direct City’s broadcasts, such as council meetings and any other programs developed to inform the public. Develop, evaluate, and recommend procurement actions necessary to keep all departments (Administration, Police-911, Fire–EMS, and Public Works) up-to-date in state-of-the-art technology. Must be able to travel to various City departments to maintain, update, or repair computer systems. After-hours on-line support and some evenings/weekends required.
Bachelor’s degree in Information Systems Technology or a related field, Master’s degree preferred. Five years’ experience with computer networks systems& VoIP systems and three years’ minimum supervisory and/or management experience. An equivalent combination of education, training, and or experience may be substituted. Must have a valid vehicle operator’s license.

Description of Duties
Maintain security of all City computer systems and networks.
Establish and enforce policies relating to City computer systems, networks, websites, social media, and City TV.
Capability to troubleshoot malfunctioning software and hardware systems to determine corrective measures.
Oversee and manage City’s IT staff and contractors.
Maintain confidentiality.
Present technical data in a clear, concise manner to the Mayor, City Administrative Officer, City Council, and members of the public.
Evaluate and select servers, mini-computers, and personal computer hardware and software.
Approve all personal computer department hardware and software to ensure equipment integration into the City’s strategic data processing objectives.
Provide technical assistance and advise potential users of alternative solutions to their requirements.
Create, analyze, and evaluate technical specifications and select computer hardware and application software for changing requirements.
Train and cross-train employees as needed or directed.
Maintain and install computer equipment, providing support for end users as needed.
Locate and correct common network problems.
Oversee, install, configure, and maintain personal computers and related networking equipment, cabling (including termination), operating systems, servers, applications (local and cloud-based), virtualization, backup recovery, video security, and door access control.
Analyze information to determine, recommend, and plan layout for computers, networking equipment, and peripheral devices or modifications to existing equipment and systems, providing capability for proposed projects or workload, efficient operation, and effective use of allotted space.
Monitor equipment functionality to ensure system operates in conformance with specifications.
Maintain documentation on major systems to aid in system functionality and disaster recovery.
Maintain budget on all City departments’ IT technical needs, computers, networks, applications, mobile devices, and communications.
Oversee recording, broadcast, streaming, or video on demand of meetings to facilitate information flow to public.
Prepare and administer grants related to information technology and computers.
Oversee and manage information flow to public on City’s website, social media sites, live and recorded meetings.
Other duties as assigned.
Qualifications
Five years’ experience with computer networks systemsand VoIP systems.
Three years’ supervisory experience.
Possess a thorough knowledge of computer and communications technology with an emphasis on networking and microcomputer systems.
Possess good communication skills.
Must have a valid vehicle operator’s license.
Supplemental Information
Experience In Municipal Or Other Government Computer Network Systems.
Experience in audiovisual technologies.
Two years of experience with virtualization, replication, and backup and recovery.
Work is performed in a normal office environment.
Sitting for extended periods of time and use of computer keyboards.
Physical strength and stamina to relocate and install computer equipment.
