The Oregon Health Authority has an exciting opportunity for an experienced Research Analyst to join an excellent team. This is a full-time, permanent, represented positionin the Health Policy and Analytics Division, Office of Health Analytics.

What you will do:

The Coverage Research Analyst will lead the development, implementation, and ongoing calculations and maintenance of coverage and healthcare quality metrics for the OHP Bridge programs and healthcare coverage generally. This position will need to understand health care quality metrics and data systems available for the creation, calculation, and maintenance of coverage and healthcare quality metrics and have expertise in data collection and data analysis.

This position is responsible for planning, leading, and managing complex research projects related to OHP Bridge and non-Medicaid programs, including Healthier Oregon, providing analyses spanning multiple data sources, including but not limited to survey, administrative claims, and data from Oregon’s ONE eligibility system. This position submits data analytics to CMS as part of monthly, quarterly, and annual CMS reporting requirements.

This position leads broader OHP Bridge and coverage research, including but not limited to work related to the OHP Bridge Basic Health Program Trust Fund, including analyzing enrollment and expenditure trends to inform Trust Fund projections and spending, working with the Office of Forecasting, Research, and Analysis and the Office of Actuarial and Financial Analytics to make recommendations to OHP Bridge Trustees on Trust fund management.

This position will synthesize and communicate findings from complex analyses with policy makers both within and outside the agency, including OHP Bridge and Healthier Oregon staff, OHA leadership, advocates, legislators, and community partners. This position will be responsible for presenting research finding to external audiences including the OHP Bridge Advisory Committee and the Oregon Health Policy Board. This position works closely with research and program staff in the Health Policy and Analytics Division and other divisions within OHA, such as Medicaid, Equity and Inclusion, and Public Health.

Work Location: Optional 100% remote, 100% in-person or hybrid options are available, with office space in Portland or Salem.

What we are looking for:

Minimum Qualifications:

A bachelor’s degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years of experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects.

Required Attributes:

Knowledge and experience of statistical software and data visualization.
Knowledge and experience in research design, survey design, report writing and data presentation.
Bachelor’s degree plus three years of progressively responsible experience in survey research, quantitative/qualitative analysis, quality assurance, or program management/analysis or an appropriate combination of education and experience in a related field. An MPH, MBA, or Ph.D. in a related area may substitute for two years of experience.
Experience with health survey research, health outcomes research, health care delivery systems research, or experience using health care expenditure, utilization, and quality assurance data.
Experience in producing written reports, executive summaries, and fact sheets.
Experience in promoting a culturally competent and diverse work environment.
Demonstrated ability to effectively present data using text, charts, graphs, and other data visualizations.
Demonstrated ability to coordinate multiple competing priorities.
Quantitative and qualitative problem-solving ability.

Preferred Attributes:

Experience with statistical software packages, preferably SAS, and programming languages preferably SQL.
Prefer experience and knowledge of Medicaid programs or health insurance marketplace programs.
Prefer experience with health care quality measures and medical billing, coding, and terminology.
Experience with Tableau, Power BI, or other data visualization software preferred.

Salary Range: $6,123 - $9,409 Monthly
