General Description

This position is responsible to provide planning, development, design, and construction of transportation engineering projects, and traffic engineering services for the Engineering Division of the Department of Public Services.

This is a Rochester Hills, GELC position.

Essential Functions

  1. Researches, recommends, develops and implements policies, procedures, and standards.   Introduces design standard updates, ordinance updates and Engineering Division procedures updates.
  2. Ensures proper implementation and City conforming to related legislative and regulatory requirements.
  3. Plans, coordinates, develops, designs, directs, and reviews capital improvement projects, maintenance projects, and private development projects as they relate to public infrastructure. 
  4. Performs, analyzes, and provides recommendations to traffic flow issues and studies. Prepares Traffic Control Orders based upon study results. Facilitates Advisory Traffic and Safety Committee meetings.
  5. Represent the City at Road Commission for Oakland County (RCOC) Federal Aid Committee (FAC) meetings, MDOT Metro Region Bridge Council (MRBC), others as needed.   
  6. Performs engineering and design activities providing oversight to projects; develops and reviews detailed designs, including plans, specifications, contract documents, and cost estimates; provides engineering services during construction; oversees contract administration for capital projects.
  7. Participates in the selection of engineering consultants; coordinates consultant’s activities.
  8. Monitors expenditures and approves purchase requests within assigned area of authority.
  9. Coordinates transportation engineering activities with other divisions, city departments, and outside agencies; provides staff assistance to the City Engineer, Director or other managers as needed. 
  10. Coordinates transportation-related grant applications submittals, and administration. 
  11. Receives and handles questions and concerns from the public, elected officials, government agencies, and City staff pertaining to traffic safety and construction projects and other division matters.
  12. Coordinates with Field Services Manager to develop and implement standards for maintaining and operating traffic signs, signals, striping, and marking.
  13. Performs professional and technical engineering and planning duties in support of permitting for private and public development.  These include site improvements for developments and projects within the City's Right-of-Way and/or private property which include, but are not limited to, reviewing traffic impact analyses, site access, sidewalk, curb and gutter, roadway construction, and traffic mitigation, with emphasis on compliance with the MUTCD.
  14. Responsible for oversight of revisions and adherence to the City Transportation Master Plan and the Transportation Asset Management Plan.
  15. Informs City Engineer on Traffic Engineering work plan that balances resident concerns, city council priorities, budget, grant funding, adopted initiatives and applicable city policies.
  16. Other duties as assigned.

Required Minimum Qualifications/Desirable Qualifications

REQUIRED QUALIFICATIONS

  • Bachelor’s Degree from accredited college or university in Civil Engineering, or a related field. 
  • Passed the Fundamentals of Engineering (FE) exam. 
  • Four (4) years of increasingly responsible post-college transportation engineering experience. 
  • Michigan Professional Engineering (PE) License, or the ability to obtain within 18 months of hire.
  • Valid Michigan driver’s license with acceptable driving record.
PREFERRED QUALIFICATIONS
  • Master’s Degree in a transportation related field.
  • Professional Traffic Operations Engineer (PTOE) Certification.
  • Working knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), Manual for Geometric Designs of Highways and Streets (AASHTO); National Association of City Transportation Officials (NACTCO) design guides; and other relevant industry manuals.
  • Proficiency in the use of Computer-Aided Drafting& Design (CADD), Geographic Information Systems (GIS).
