Job Title: Code Compliance Supervisor & Training Coordinator
Department: Community Development - Code Compliance Division
FLSA Status: Exempt
SUMMARY: This is a professional, operational, and supervisory position under direct supervision of the Deputy Director of Community Development, requiring a high degree of responsibility, technical and supervisorial duties involving the investigation and enforcement of a wide range of laws, regulations, and ordinances governing land use, building, zoning, signs, and related issues. It also requires technical insight of the City’s Code Compliance Division’s inventory of equipment and oversight of the maintenance thereof. Responsible for developing training programs and protocols, operational standards, and conduct code investigations. This position will supervise, evaluate, and review the conduct of subordinate Code Compliance Staff for on a regular basis.

- Demonstrate competent knowledge of all applicable policies, codes, ordinances, regulations, and statutes.

- Creates and administers policies and procedures for the Code Compliance Division, as directed by the City Manager and the Community Development Director.
- Oversees the Code Compliance Training Program by developing training plans an evaluating the effectiveness thereof.
- Provides concurrent supervision of Code Compliance Officers
- Serves as acting Division Manager of Code Compliance when the Community Development Deputy Director is unable and/or unavailable.
- Serves as a Liaison to the other City and external departments and partners to assist with facilitation, training, and coordination as needed.
- Prepares Staff Reports and attends assigned committees, Board, Council, and Magistrate Meetings.
- Serves as Staff Representative for the Special Magistrate and reviews all code compliance case files for presentation to the Special Magistrate.
- Composes legal notices to be used in Code Compliance Investigations.
- Assists with the review, compliance, and enforcement of the Beach Vendor, Livery Vessel, and Short-Term Rental permitting programs.
- Coordinates and assists with the electronic citation system used for parking violations.
- Ensures Code Compliance Officers balance pro-active and reactive code enforcement/compliance cases.
- Enforces code violations as they come up.
- Rapidly responds to complaints/inquiries from citizens, provides timely follow-up actions, closes the complaint/inquiry loop, and, if needed, represents the City in legal proceedings.
- Rapidly responds to requests from the City Manager and other City staff members, initiates follow-up and closes the request loop.
- Assists with the preparation, interpretation and updating of the City’s laws, regulations, and ordinances.
- Ensures Code activities and goals are effectively documented and tracked through the Department’s code compliance system.
- Returns promptly from hurricane evacuations for immediate reviews and inspections.
- Participate in any assigned committees as directed and specifically the Harbor & Waterways Board and Public Safety/Public Works Committee.
- Coordinates with the Information Technology Department to find efficiencies through technology and implement solutions to improve productivity and transparency.
- Conducts technical reviews of technical equipment and systems and makes recommendations to the Community Development Deputy Director on necessary upgrades or fixes.
- Prepare all required evaluations on-time for those supervised.
- Manages assigned Staff, prepares daily/weekly work schedules and assigns specific daily duties.
- Ensures Code Compliance Staff are trained in all areas of code enforcement/compliance; cross-trains all Code Compliance Officers in assigned emergency management functions of the Department.
- Performs other related duties as assigned.
Qualifications
EDUCATION: Equivalent to an associate degree from an accredited college or university with major course work in planning, political science, public administration or a related field; A bachelor’s degree can substitute for two (2) years of experience.
EXPERIENCE: Two (2) years of work experience in a municipal, state, or federal government setting; either as a Planner, Code Enforcement, or Law Enforcement Professional, or in the private sector as a paralegal or any combination thereof; one (1) year of supervisory responsibility is preferred.
LICENSES Or CERTIFICATIONS
- Florida Association of Code Enforcement (FACE) Levels “I”, “II”, “III” certifications are desired.
- Parking Enforcement Specialist (for civilians) certification.
- Possession of, or ability to obtain, an appropriate, valid Florida Driver’s License.
- FEMA Course(s) 100, 200, 700, 800, 120, 230, 235, 240, 241, 242, 244 (Professional Development Series) are desired.
- Any combination of experience and training that would likely provide the required knowledge and abilities will be considered.
KNOWLEDGE, SKILLS, And ABILITIES
Knowledge of… organization and management practices as applied to the analysis and evaluation of policies and operational needs; technical abilities with regard to portable radios, lap tops, procedures, methods and techniques in Code Compliance, principles and practices of organization, administration and personnel management; principles of supervision, training and performance evaluation; pertinent Federal, State, and local laws, codes and regulations; principles and procedures of record keeping and reporting; planning and zoning, construction terminology, and code enforcement is desirable.
