General Statement of Duties

We are recruiting for a Tax Assessor/Collector.  The Tax Assessor/Collector is responsible for administrative work in dual role as Tax Assessor and Tax Collector for the County.  

The Tax Assessor/Collector directs and coordinates a comprehensive county-wide tax program. This position supervises a department employing a variety of specialists and support personnel engaged in the appraisal and transfer of county property, the listing and preparing of tax bills, and the collection of taxes. Work is performed under general direction and is evaluated by the effectiveness of the program.

This position is appointed by the Board of County Commissioners and maintains a dotted-line reporting relationship to the County Manager, who provides oversight and contributes to performance evaluation.

The selected candidate must become a resident of Forsyth County no more than 180 days after the first day of employment as the Tax Assessor/Collector.

Distinguishing Features

A successful candidate should have the following knowledge, skills and abilities:
Thorough knowledge of the North Carolina Machinery Act and County tax law affecting the appraisal, listing, billing, and collection of taxes. 

Thorough knowledge of policies, procedures, and practices used in appraising commercial, industrial, and residential property for tax purposes. 

Thorough knowledge of tax listing procedures. 

Thorough knowledge of the organization of county government. 

Considerable knowledge of modern administrative principles and methods. 

Ability to prepare clear and accurate reports, and design forms to facilitate complete listing requirements. 

Ability to plan and conduct an effective tax listing, appraisal, and assessment program. 

Ability to plan, organize, and supervise the activities of a tax office. 

Ability to communicate effectively with the general public through writing skills and oral presentation. 

Ability to maintain effective working relationships with other employees. 

Ability to interpret complex legal statutes related to tax exemptions, tax deferments, and classifications.

Minimum Education and Experience

Graduation from a four-year college with courses in business, accounting, or related field. Requires six years progressively responsible experience in tax assessing and tax collections, and at least three years supervisory experience. 

Certification by the North Carolina Department of Revenue as stated in NCGS 105 - 294. 

A higher education level may be considered as a substitution for all or part of the experience requirement.

Essential Duties and Responsibilities

Essential duties and responsibilities include but are not limited to:
Supervises the work of a variety of tax appraisers and support personnel.

Coordinates the projection of tax revenue for coming years.

Plans, directs, and coordinates full countywide coverage of computer mapping projects.

Prepares the annual budget request; requisitions supplies and equipment.

Recruits, hires, and trains subordinate personnel; evaluates performance and addresses disciplinary actions.

Confers frequently with the County Manager, County Commissioners, County Attorney, and officials of other jurisdictions on matters related to the assessment of property and collection of revenues; board agenda items; appeals to the Property Tax Commission; taxpayer problems and questions; reports on tax collections and procedures; and defense of tax decision.

Plans, directs, and coordinates the receiving and accounting for all prepaid, current, and delinquent taxes and fees.

Plans, directs, and implements the in-house mass appraisal of real property on a four year cycle.

Plans, directs, and coordinates the evaluation of real and personal property, the listing and preparation of tax bills, the maintenance of real estate transfer records, and the maintenance and computerization of all county tax maps.

Coordinates the collection of unpaid taxes through garnishments, tax levies, and foreclosures.

Performs related work as assigned.
