The City of Norfolk has over 100 years of fire service response and over 30 years of pre-hospital emergency medical service (EMS) response. Norfolk's firefighters are cross-trained fire and EMS providers.

Firefighter EMT – Advanced (salary range: $53,942 - $81,787 annually)
Firefighter EMT – Intermediate (salary range: $58,364 - $88,491 annually)

Essential Functions
For each level include, but are not limited to the following:
Firefighter EMT – Advanced (EMT-A)
Responds to fire, medical, hazardous material, and technical rescue emergencies and other hazardous events, which may upon review be declared acts of terrorism, to provide a trained workforce for the incident commander to mitigate the emergency and care for the sick and injured. The Firefighter EMT-A also participates in training, recordkeeping, pre-incident planning, fire safety inspections, public education and equipment and facility maintenance. The Firefighter EMT-A can be assigned to Operations or Administration. All Firefighter EMT-As are subject to emergency recall during times of operational need.
Firefighter EMT – Intermediate (EMT-I)
Responds to fire, medical, hazardous material, technical rescue emergencies and other hazardous events, which may upon review be declared acts of terrorism. The Firefighter EMT-I also participates in training, recordkeeping, pre-incident planning, fire safety inspections, public education, and equipment and facility maintenance. The Firefighter EMT-I can be assigned to Operations or Administration. All Firefighter EMT-Is are subject to emergency recall during times of operational need.
Firefighter EMT – Paramedic (EMT-P)
Responds to fire, medical, hazardous material, technical rescue emergencies and other hazardous events, which may upon review be declared acts of terrorism. The Firefighter EMT-P also participates in training, recordkeeping, pre-incident planning, fire safety inspections, public education, and equipment and facility maintenance. The Firefighter EMT-P can be assigned to Operations or Administration. All Firefighter EMT-Ps are subject to emergency recall during times of operational need.
Education/Experience
- High school diploma or GED equivalent required;
- Completion of an endorsed Fire Academy or other training program approved by the Fire Chief and the Firefighter Recruit probationary period with Norfolk Fire-Rescue;
- Valid Driver's License;
- Current Virginia Department of Fire Programs Certifications in Firefighter II or approved equivalent reciprocity;
- Hazmat Awareness and Operations, Emergency Vehicle Operations and/or other “Firefighter Professional Qualifications” as required by the Virginia Administrative Code;
- Current Virginia Department of Health certification and current sanctioning to practice at your current certified level (EMT-A, EMT-I, EMT-P);
- Approved Basic Life Support and Cardiopulmonary Resuscitation (CPR) Certification;
- Successful completion of the Tidewater Emergency Services Protocol Test (TEMS);
- National Incident Management System (NIMS), Incident Command System (ICS) 100, 200, 700 & 800;
- Successful completion of medical physical examinations and maintenance of health that establish medical fitness for duty as determined by the City of Norfolk physician.

Tobacco Use
Selected candidates will be required to sign an acknowledgement indicating that they will refrain from using tobacco products, both on and off-duty.
Signing Bonus
This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of continuous employment in good standing, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
- Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
- Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
- Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
- Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
- The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
