Job Summary

This position performs technical duties related to procurement functions for the St. Johns County Clerk of the Circuit Court and Comptroller. Success in this position ensures the acquisition of quality goods at reasonable prices.

Major Duties

  • Prepares and reviews requisitions, purchase orders, and related reports to ensure compliance with established policies and procedures.
  • Researches vendors and obtains quotes to ensure the lowest possible price while maintaining quality goods; performs price comparisons on all equipment and operating supplies. 
  • Confers with and advises buyers to determine purchasing needs selection criteria and requirements, reviews Purchase Orders for accuracy and compliance with policies. 
  • Maintains standard operating procedures for Purchasing and trains requisitioners within the organization. 
  • Receives merchandise, and reviews shipments for accuracy.
  • Approves invoices for payment.
  • Maintains service contracts and leasing agreements of copiers and other office equipment.
  • Establishes and maintains a recordkeeping system for purchasing. 
  • Performs other duties as assigned including problem solving and continuous process improvement.

Supplemental Information

The Finance Director, COC assigns work in terms of general instructions. The director spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.

PHYSICAL DEMANDS/ WORK ENVIRONMENT


  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing or stooping. The employee occasionally lifts light and heavy objects.
  • The work is performed in an office or stockroom. 


SUPERVISORY AND MANAGEMENT RESPONSIBILITY

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with the completion of a certificate or an associate degree in a course of study related to the occupational fields of finance, accounting, or business administration, or two years of directly related experience to understand the basic principles relevant to the major duties of the position.
  • Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
  • Ability to lift up to 50 lbs.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated.
  • Ability to communicate effectively in both oral and written form.
  • Ability to establish and maintain effective working relationships with co-workers, other governmental agencies, attorneys, judges and their assistants, businesses, and members of the general public.
  • Ability to use a computer terminal to enter data quickly and accurately.
  • Experience in Microsoft software: Outlook, Excel, Word, PowerPoint, etc. 
  • Ability to work in an environment that includes frequent interruptions and simultaneous detailed attention to multiple tasks.
  • Ability to work within time constraints and workload surges. 


PREFERRED QUALIFICATIONS

 

Three to five years of experience in a Clerk’s office environment.
