EXAMPLES OF DUTIES, RESPONSIBILITIES AND EXPECTATIONS

Under the direction of the Community Services Director, the Housing Manager manages the operation of the Housing Division; performs other related duties as required; and is exempt from coverage under the Fair Labor Standards Act.

Sample duties include, but are not limited to:

  • Plan, organize, direct and control the operation of the Housing Authority program as a primary duty including but not limited to the Section 8 Voucher Program and the Fair Housing program;

  • Supervise, train and evaluate and discipline staff;

  • Participate in budget preparation and administration;

  • Prepare applications for federal funding;

  • Read federal regulations and various publication to make appropriate program adjustments;

  • Develop forms for program use;

  • Prepare correspondence and reports;

  • Operate motor vehicles while performing various duties that include attending conferences, meeting and seminars as liaison representative to various agencies;

  • Provide information to and consults with the public;

  • Perform other related duties as assigned

MINIMUM QUALIFICATIONS

This position requires: 

Knowledge of: The principles of management including but not limited to the principles and practices of effective supervision, training and performance evaluation, budget preparation and administration; Department of Housing and Urban Development rules and regulations of the Section 8 Certificate and Voucher Programs; laws concerning landlord/tenant rental practices and housing discrimination; statistical and record-keeping methods; other service organizations and agencies.

Ability to: Efficiently and effectively manage the operation of the Housing Division including but not limited to establish and monitor program priorities; prepare and administer a budget; reason logically and creatively; prepare and maintain a variety of records and reports; demonstrate initiative; work independently and on teams; communicate effectively orally and in writing; establish and maintain effective working relationships with others; legally operate a motor vehicle in the State of California; meet the physical employment standards for the classification.

Minimum Required Education and Experience: 

  • Graduation from a recognized college or university with a baccalaureate degree in a related occupational field.

    • Additional related occupational experience may be substituted for the required education on a year-for year-basis.

  • At least five (5) years of increasingly responsible housing experience which includes two (2) years of experience in the administration of housing programs.

Selection Process:

The selection process may include but is not limited to: Application review and evaluation, written examination, performance test and interview. All employment offers made by the City are contingent upon establishing proof of a prospective candidate's legal authorization to work in the United States and successfully passing all components of the pre-employment process. The pre-employment process may include but not be limited to: Reference checks, background investigation, fingerprint-based criminal history check, credit check, degree verification, and post-offer medical examination and drug test. For public safety positions, including positions based in the Police and/or Fire Department(s), the pre-employment process may also include but not be limited to a P.O.S.T. compliant background check, polygraph examination, post-offer medical examination and drug test, and post-offer psychological examination.
