Under general supervision, enforces municipal code and state laws pertaining to health, safety, zoning/land use, property maintenance, business licenses, and building code; inspects, investigates, and processes code/law violations and works with law enforcement and prosecutors to prepare cases and testify in court; and performs other related duties as required.
 
As the Code Enforcement Officer, you will: 
 
  • Respond to complaints and proactively survey the city to resolve code violations; enforce municipal codes and state laws pertaining to health, safety zoning/land use, property maintenance, business licenses, and building codes.
  • Coordinates code enforcement activities with other divisions, departments, and outside agencies.
  • Prepares and responds to correspondence pertaining to code enforcement matters/issues, including notices and orders to comply with abatement notices, complaints, and requests for information.
  • Monitors and investigates various businesses relative to various mitigation measures imposed as part of the discretionary review process.
  • Prepares court cases and testifies in court as needed.
  • Conducts research and prepares special reports relative to code enforcement activities/ regulations.
  • Performs related duties as assigned. 

IDEAL CANDIDATE

Knowledge of:

  • Federal, state, and local laws, codes and regulation relating to health, safety zoning/land use, property maintenance, business licenses, business taxes, animal control and related matters.
  • English grammar, punctuation, and spelling sufficient to prepare citations and notices.
  • Legal issues pertaining to inspection warrants, abatement warrants, notices and orders to comply, summary abatement, complaint preparation and related issues. 
  • Code compliance investigation practices, evidence gathering and preservation methods and techniques.
  • Office procedures, practices and equipment.
 
Ability to:
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Read, interpret and apply laws, rules, regulations and codes.
  • Read and interpret maps, plans and legal descriptions.
  • Prepare clear and concise citations, notices and reports and routine correspondence.
  • Establish and maintain effective working relationships with others.
  • Conduct thorough inspections of property and buildings.

MINIMUM REQUIREMENTS

REQUIRED:
All requirements must be maintained throughout employment: 

  • Residency in the United
  • A valid Arizona driver’s license at the time of appointment and must be maintained throughout employment.
  •  

Education, Training, and Experience: 
  • High school diploma or GED equivalent,
  • Two (2) years experience working with the public, including a minimum of one year interpreting and applying regulations, rules, and laws.   
Licenses and Certificates (must be maintained throughout employment):
  • Possession of AACE Code Enforcement Officer Certification or required to obtain within six (6) months of employment with the City in this position.
Desired/Preferred:
  • Bilingual in Spanish.
  • San Luis residency.

Physical Demands
While performing the duties of this job, the employee is regularly required to sit, to walk and stand on uneven terrain, occasionally climb stairs; talk and hear; use hands to finger, handle, feel or operate objects, tools or controls; reach with hands and arms; and perform repetitive movements of hands or wrists. The employee is frequently required to lift up to 25 pounds unaided.
 
Specific vision abilities required for this job include close vision, normal color vision, and the ability to adjust focus.

 Work Environment
The employee works primarily in a field environment subject to heat, cold, rain, noise, dust, and fumes. Certain positions within the classification may require availability to work a flexible schedule.

LIFE INSURANCE- The City provides eligible employees with a Life Insurance and Accidental Death and Dismemberment (AD&D) benefit. This plan is administered by Standard.

Basic Life Benefit -  $50,000.00
AD&D Benefit - $50,000.00


DISABILITY INSURANCE- Disability insurance is available to all employees who work 30 or more hours per week.

Short-Term Disability - Coverage begins on the 15th day of injury or sickness.
Duration of Benefits - 180 days
Benefits Percentage- 66.67%
Waiting Period - 14 days
Maximum Weekly Benefit: $2,000.00

WORKER'S COMP - Insurance coverage for medical expenses and loss of income due to an on-the-job injury is provided by the City of San Luis for all employees.
